Harris County MUD 188 Bond Election 2025: What Copper Grove Residents Need to Know

Residents of Copper Grove and surrounding neighborhoods served by Harris County Municipal Utility District No. 188 (MUD 188) will soon have the opportunity to weigh in on a major bond proposal that could shape the future of their community’s infrastructure.

On May 3, 2025, voters will decide whether to approve a $41.88 million bond authorization intended to fund critical repairs and improvements to the District’s aging water, wastewater, and drainage systems​.

What Is Harris County MUD 188?

Created by the Texas Legislature in 1980, Harris County MUD 188 is a special-purpose district tasked with providing water, sanitary sewer, drainage, and park services to properties within its boundaries​. A five-member elected Board of Directors oversees District operations, holding monthly public meetings to manage its services and projects.

Maintaining quality water and sewer infrastructure is at the core of MUD 188’s responsibilities — and officials say that reinvestment is now critically needed.

Why Is the Bond Election Necessary?

District leaders report that vital components like water plants, wastewater treatment facilities, water and sewer lines, lift stations, and detention ponds require rehabilitation and, in some cases, full replacement​. The proposed bonds will allow MUD 188 to finance construction and engineering costs associated with these projects, ensuring reliable service for residential and commercial properties alike.

The bond authorization functions similarly to a credit line: it gives MUD 188 the ability to issue bonds over time as projects arise, rather than issuing all $41.88 million immediately​.

Importantly, voter approval does not immediately result in new taxes. Taxes are only levied after a project has been approved by state authorities and bonds are formally issued.

Key Election Dates for Copper Grove Residents

Residents interested in participating in the May bond election should be aware of these upcoming critical deadlines:

  • Last day of early voting: April 29, 2025
  • Election Day: May 3, 2025

Note that ballots by mail must be received by 7:00 p.m. on Election Day if not postmarked, or by 5:00 p.m. on May 5, 2025 if postmarked by Election Day​.

Looking Ahead: Board of Directors Election in 2026

In addition to the upcoming bond vote, Copper Grove residents should also be aware that the next Board of Directors election for Harris County MUD 188 will take place on May 2, 2026​.

Key dates for potential candidates include:

  • First day to file for candidacy: January 14, 2026
  • Last day to file for candidacy: February 13, 2026, by 5:00 p.m.

Candidates must meet eligibility requirements, including being a U.S. citizen, at least 18 years old, a resident of Texas, and a qualified voter within the District, as outlined in Texas Water Code 54.102.
