Harris County Commissioners Court approved the appointment of Houston City Council Member Abbie Kamin as the next Harris County Attorney, placing her at the helm of the county’s chief civil law office. The role carries significant responsibility across one of the fastest-growing and most complex regions in the country, and Kamin’s appointment marks the first time a woman—and a mother—will serve in the position.

Her term is set to begin June 15, 2026.

What the Harris County Attorney Does—and Why It Matters Locally

While less visible than criminal courts or law enforcement, the Harris County Attorney’s Office plays a central role in protecting residents’ day-to-day quality of life. The office handles civil legal matters on behalf of the county, including issues tied to environmental protections, consumer rights, flood mitigation, and public infrastructure.

With more than 300 attorneys and staff, the office represents Harris County and its agencies—including the Harris County Flood Control District and Harris County Toll Road Authority—in legal proceedings. It also provides legal guidance to county officials and employees, helping shape policies that affect neighborhoods across Houston and surrounding communities.

A Background Rooted in Civil Rights and Public Service

A native Houstonian, Kamin brings experience across several sectors that intersect with the responsibilities of the County Attorney’s Office. She began her legal career as a civil rights attorney, focusing on voting rights and challenging discriminatory laws, before moving into nonprofit leadership with the Anti-Defamation League, where she worked alongside law enforcement and community leaders.

Her time on Houston City Council further expanded her public service profile. Representing District C—home to nearly 250,000 residents—Kamin worked on policies related to public safety, infrastructure investment, and neighborhood resilience, particularly in areas impacted by repeated flooding.

She also led initiatives tied to family-focused policies, including the city’s first paid parental leave program and prenatal wellness efforts, while supporting ordinances addressing nuisance businesses and neighborhood safety concerns.

Commissioners Court Approval and Community Implications

The appointment came through a motion brought forward by Commissioner Lesley Briones, reflecting a broader transition in leadership following the tenure of former Harris County Attorney Christian Menefee and Interim County Attorney Jonathan Fombonne.

“Council Member Abbie Kamin will relentlessly advance justice as Harris County Attorney. She will defend the rule of law, strengthen public safety, and fight for our rights, our families, and our communities. Her experience as a civil rights attorney, a nonprofit leader, a mom, and a public servant makes her uniquely qualified to lead this crucial office,” said Commissioner Lesley Briones.

Briones also noted the historical significance of the moment, adding, “As the first woman to serve as Commissioner for Precinct 4 and as the first mother elected in her own right to serve on Commissioners Court, it gives me deep pride to champion Council Member Kamin's appointment and to witness her become the first female Harris County Attorney. She is making history today and as our counsel will make sure Harris County is on the right side of history.”

Kamin Responds to Appointment

Kamin acknowledged the responsibility of the role and its impact on families across Harris County.

“I am deeply honored and thank the Commissioners and Judge for this opportunity to serve. I will work hard every single day to defend and protect our County. As the first mother to serve as Harris County Attorney, I will fight for Harris County families as fiercely as I fight for my own –– with everything I’ve got,” she said.
