A home security system may offer peace of mind, but for residents living in unincorporated Harris County, installing the system is only part of the process. A valid Harris County alarm permit is generally required before a professionally monitored alarm system is operated, and that permit must be renewed every year.

For Katy Communicator homeowners and renters, it is an easy household detail to overlook, particularly after moving into a new home, changing alarm companies or inheriting a system that was already installed. But an expired or missing permit can become expensive if the alarm is activated and emergency personnel are dispatched. Harris County's rules require permits for applicable alarm systems in unincorporated areas of the county and provide for a $420 fee for each alarm response at an unpermitted site.

Why Harris County requires alarm permits

The permit program is largely about reducing false alarms and preserving emergency resources.

The Harris County Sheriff's Office explains that firefighters, paramedics and other emergency personnel respond to thousands of false alarm calls each year, consuming resources and reducing the availability of emergency units for actual emergencies. 

Harris County's false-alarm prevention materials point to some surprisingly ordinary causes: unlocked or loose-fitting doors, ceiling fans near motion sensors, pets, balloons and decorations, drafts moving curtains or plants, children using alarm controls and cleaners who do not know how to operate the system. Outdated contact information or simply entering an incorrect alarm code can also lead to an unnecessary dispatch.

That makes the permit program relevant beyond the paperwork. For Katy Communicator families, properly maintaining and using an alarm can help keep law enforcement, firefighters and other responders available when a neighbor is facing a genuine emergency.

Who needs a Harris County alarm permit?

The county's January 2026 regulations generally require a valid permit for applicable alarm systems operated in unincorporated Harris County. The rules cover professionally monitored systems designed to detect burglary, intrusion, fire and certain other emergencies. They do not apply to properties located within incorporated areas of Harris County, which may be governed by a city's own requirements. Self-monitored, inaudible camera systems such as certain Ring, Blink or game-camera setups are also excluded from these county rules.

Residents who are unsure whether their address falls under Harris County's alarm permitting program can contact the Harris County Alarm Detail at 713-755-4600. 

How to register a new alarm in Harris County

For a newly installed alarm system that has not previously been registered, residents can visit the official HCSO Alarm Administration website at hcsoalarmpermit.com and select "Register Your Alarm." The website validates the address and may direct the applicant to customer service if an account already exists for that location. 

The application asks for the alarm-site address, contact information, alarm monitoring company and two local emergency contacts who are willing and able to respond within one hour if access to the property is needed. Applicants also identify whether they are applying for a security alarm permit, fire alarm permit or combined security and fire alarm permit.

The current fee is $40 for a residential alarm permit and $100 for a business alarm permit. Residential permit holders age 65 or older are exempt from the permit fee, but they still must register their systems. The HCSO website currently instructs residents 65 and older to register residential permits by mail. 

Applications may also be mailed with payment to Harris County Alarm Detail, 9418 Jensen Drive, Suite A, Houston, TX 77093. Once a permit is issued, residents should provide the permit number to their alarm monitoring company.

Already have a permit? Don't accidentally register twice

Residents who already have an alarm permit should use their existing account rather than submitting a new registration.

The HCSO Alarm Administration website allows existing customers to sign in using their account or permit number and password or invoice information. Someone who received an invoice, letter or false-alarm notification but has never used the website may already have an account in the county's system and should follow the site's login instructions rather than creating another one. 

Alarm permits are valid for 12 months, and permit holders are responsible for renewing them on time even if they do not receive a renewal notice. Harris County's rules state that the county will attempt to provide at least 30 days' notice before expiration, but not receiving that notice does not eliminate the permit holder's responsibility to renew.

False alarms can become costly

A current residential permit includes one false alarm without a response fee during each permit year. After that, the fees increase:

• Second false alarm: $100
• Third false alarm: $200
• Fourth and each additional false alarm: $420

Businesses are assessed $420 for each false alarm. Harris County regulations also allow an alarm permit to be revoked after more than nine false alarms during a permit term, among other circumstances.

Those numbers make prevention worth a few minutes of attention. Harris County recommends making sure everyone with a key understands how to operate the alarm and knows the proper passcode, keeping alarm-company contact information handy, having the system serviced regularly and knowing how to cancel an accidental activation. Residents should also notify their alarm company before renovations or changes that could affect sensors, such as replacing doors or windows, installing carpet, painting, fumigating or bringing a new pet into the home.

Moving, selling or changing information? Update the permit

Alarm permits stay with the permitted person and alarm site. They do not simply transfer to a new address.

Someone selling a home should notify the Harris County Alarm Detail so future alarm activity at the property is not tied to the former owner's permit. A person buying a home with an active alarm who wants to continue using it needs a permit in the new owner's name.

Permit holders are also required to update information that changes, including contact details and alarm-system features, within 30 days.
