H-E-B’s $125 Million Bakery Facility Signals Major Growth for San Antonio’s East Side and Texas Supply Chain

A newly permitted bakery production facility at H-E-B’s sprawling Foster Road campus is poised to become another significant milestone in the Texas-based retailer’s continued growth, reinforcing San Antonio’s role as the heart of one of the nation’s largest privately owned grocery companies.

According to recently filed construction permits, H-E-B plans to build a new 356,354-square-foot bakery production facility, warehouse, and distribution center at 711 South Foster Road, Building 04, in San Antonio. The project carries an estimated construction value of $125 million and is scheduled to begin in July 2026, with completion targeted for September 2028.

For San Antonio residents and the broader Texas economy, the project represents more than another industrial building. It is part of a much larger expansion effort expected to create hundreds of jobs, strengthen food production capabilities, and support H-E-B’s ability to serve growing communities across the state.

Part of H-E-B’s Largest Supply Chain Investment to Date

The new bakery facility aligns with plans announced by H-E-B in May 2026 as part of a broader $700 million investment in expanding its supply chain operations.

The Foster Road campus on San Antonio’s East Side has been identified as the centerpiece of that expansion. Preliminary plans include a state-of-the-art bakery, refrigerated warehouse, transportation facilities, additional support buildings, and an expansion of existing manufacturing operations.

If completed as envisioned, the initiative will become the largest investment in H-E-B’s manufacturing and supply chain division in company history and one of the largest industrial investments ever undertaken in the San Antonio area.

The newly permitted bakery production facility appears to be a major component of that long-term strategy.

Why This Matters for San Antonio

For families across San Antonio, projects of this scale can have a ripple effect far beyond the construction site.

H-E-B’s expansion plans are expected to create approximately 720 new full-time jobs by 2028, with the workforce at the Foster Road campus growing by more than 1,200 positions by 2038. Once the expansion is fully realized, the campus workforce is projected to exceed 2,600 H-E-B Partners.

Those jobs are expected to include comprehensive benefits packages, healthcare coverage, retirement savings programs, paid time off, and career advancement opportunities.

The investment also reinforces San Antonio’s reputation as a logistics, manufacturing, and distribution hub within Texas. As the state’s population continues to grow, demand for fresh food production, warehousing, and transportation infrastructure continues to increase as well.

Building on Years of Investment

H-E-B purchased the more than 870-acre Foster Road property in 2018 and has steadily expanded operations at the site.

Since acquiring the campus, the company has invested more than $445 million in facilities that include a warehouse and manufacturing complex totaling more than 2 million square feet. Those operations are already active and support H-E-B stores throughout Texas.

With the addition of the newly permitted bakery facility and other planned expansion projects, total investment at the Foster Road campus is expected to surpass $1 billion.

The scale of that investment reflects both H-E-B’s confidence in San Antonio and the company’s long-term outlook for growth across Texas.

Supporting a Growing Texas Customer Base

Construction on the new H-E-B San Antonio Foster Road Bakery facility is expected to begin in July 2026 and continue through September 2028.
