Founder's Hill Takes Shape in Fulshear: New Downtown District Aims to Blend Growth, Gathering Spaces and Local Character

For nearly a decade, Fulshear residents have watched a prominent piece of land at the intersection of FM 359 and FM 1093 evolve through rezonings, development agreements, engineering plans and changing concepts. What began as Fulshear Marketplace has gradually transformed into Founder's Hill—a project that developers say will become Fulshear's first true downtown district, bringing together shopping, restaurants, offices, entertainment and public gathering spaces in the heart of one of Texas' fastest-growing cities.

Whether longtime residents welcome Fulshear's continued growth or miss the quieter, rural character that defined the community just a decade ago, Founder's Hill represents one of the city's most significant commercial developments to date. More than another retail center, the project reflects how Fulshear is transitioning from a small town with rapidly expanding neighborhoods into a community beginning to establish a recognizable downtown destination.

With the Founders Hill Preliminary Plat scheduled for consideration by the City of Fulshear Planning & Zoning Commission on July 2, another important milestone has been reached in a project that has been years in the making.

From Fulshear Marketplace to Founder's Hill

Although many residents are only now hearing the name "Founder's Hill," the project's history dates back to 2018.

That year, the developer purchased approximately five acres along FM 1093—formerly the Woodham property—with plans for what was then called Fulshear Marketplace. The vision presented to city leaders was for "a boutique, upscale shopping, services and restaurant environment" designed to serve what was already becoming one of Fort Bend County's fastest-growing communities. To move the project forward, the property was rezoned from Downtown to General Commercial, allowing the proposed retail development to proceed.

Just one year later, the vision expanded significantly.

In 2019, the developer acquired an additional 28 acres, bringing the project to roughly 33 acres. The revised development concept divided the property into multiple components: commercial development, approximately six acres dedicated to the City of Fulshear for drainage facilities and trails, right-of-way needed for the future Huggins Drive expansion, and approximately 16 acres identified for future residential development that would require additional City Council review before moving forward.

The following year, City Council approved a development agreement allowing approximately 160 townhomes east of Houston Street as part of the broader master plan.

By 2022, discussions shifted toward preserving a piece of local history as city officials considered transferring the historic Fulshear Section House to the developer at no cost so it could be relocated and incorporated into the mixed-use project.

State construction permits followed in 2023, authorizing construction of three one-story shell retail buildings totaling more than 24,000 square feet. Those permits covered Building 1 (5,214 square feet), Building 2 (17,213 square feet) and Building 3 (2,216 square feet), all intended for future tenant build-outs.

Today, that original Fulshear Marketplace concept has evolved into Founder's Hill, a significantly larger mixed-use destination now targeting a 2027 opening and actively pre-leasing its first phase.

Creating More Than a Shopping Center

Developers say Founder's Hill is intended to become a destination rather than simply a place to shop.

Plans call for approximately 100,705 square feet of mixed-use space across 33 acres, including six primary buildings, multiple retail pads and 517 parking spaces. The development will combine retail, restaurants, entertainment venues, office and co-working space around a network of pedestrian promenades, landscaped courtyards and outdoor gathering areas.

Unlike many traditional suburban shopping centers, the master plan emphasizes public spaces as much as commercial buildings.

At its center is a planned 5.5-acre city park, designed to serve both nearby neighborhoods and visitors from across the region. Conceptual plans also include shaded plazas beneath mature oak trees, outdoor dining patios, family-friendly green spaces, bike-friendly walkways and gathering areas intended to encourage residents to spend time outdoors.

The project is being designed by the Michael Hsu Office of Architecture, a nationally recognized architecture firm known for creating pedestrian-oriented retail and hospitality destinations throughout Texas. According to project materials, the design incorporates traditional Texas and Southern architectural influences alongside native landscaping, wood accents and natural stone to create what developers describe as an "old-world character" that complements Fulshear's identity.

Infrastructure Plays an Equally Important Role

While restaurants and retailers will likely draw the most public attention, one of the most significant components of Founder's Hill isn't visible from the street.

During its June 16, 2026 meeting, the Fulshear City Council accepted the donation of two tracts totaling approximately 7.2 acres from the Founder's Hill development for regional detention facilities. Rather than relying on a single large basin, the donated property is expected to accommodate multiple smaller detention ponds that will help manage stormwater as continued development occurs throughout the surrounding area.

The detention dedication builds upon agreements made several years earlier, when portions of the property were reserved for drainage improvements, trails and transportation infrastructure. Together, those public improvements represent an important part of the overall project, supporting not only the development itself but also the city's long-term flood mitigation strategy.

Transportation improvements are also woven into the master plan.

The project includes an extension of First Street, additional internal roadway connections, pedestrian corridors and land dedicated for future expansion of Huggins Drive, helping improve circulation through what is quickly becoming one of Fulshear's busiest commercial areas.

Why This Location Matters

Few locations in Fort Bend County have changed as dramatically over the past decade as the intersection of FM 359 and FM 1093.

Founder's Hill sits adjacent to the future H-E-B and is surrounded by rapidly expanding master-planned communities including Cross Creek Ranch, Cross Creek West, Jordan Ranch, Tamarron, Polo Ranch, Del Webb Fulshear, Fulbrook on Fulshear Creek, Pecan Ridge and several others. The site also benefits from convenient access to the Westpark Tollway, placing much of west Houston within a short commute.

According to project information, traffic counts exceed 27,000 vehicles per day along FM 1093, while residential construction continues throughout the surrounding area.

Those growth trends have helped position Fulshear as one of the country's fastest-growing communities.

Project materials cite approximately 900% population growth over the past eight years, while The Wall Street Journal recently identified Fulshear as America's fastest-growing city among municipalities with populations exceeding 50,000 residents. The publication reported that the city's estimated population grew from roughly 17,000 residents in 2020 to more than 64,000 by mid-2025. Earlier national recognition also ranked Fulshear among the country's best places to live.

What Residents Can Expect

Although construction activity has been visible for some time, Founder's Hill remains a phased project.

The previously permitted shell buildings provide the framework for future tenant improvements as businesses begin signing leases, while additional commercial buildings, public spaces, landscaping and the city park will be completed over multiple phases.

The developer, Main Street Commercial Partners, is currently marketing Phase I to restaurants, retailers, fitness and wellness businesses, entertainment concepts and office users that serve the rapidly growing Fulshear market.

Exactly which businesses ultimately locate there will play a major role in defining the project's success, but the overall vision is already clear: a walkable district designed to give residents more opportunities to shop, dine and gather without leaving Fulshear.

Looking Ahead

For residents who have followed this property since its earliest days as Fulshear Marketplace, the Founder's Hill name represents much more than a rebranding effort. It reflects nearly eight years of planning, land acquisitions, public infrastructure commitments, engineering work and city approvals that have steadily shaped one of the most ambitious commercial projects in Fulshear's history.

As Planning & Zoning considers the preliminary plat and leasing activity continues, Founder's Hill moves another step closer to becoming a reality. Whether viewed as a symbol of opportunity or another sign of Fulshear's remarkable transformation, the development is poised to play a significant role in shaping how residents experience the city's evolving downtown for years to come.
