Elgin’s Highway 290 Growth Corridor Set for New Retail Development With Shops at Park Place
As Elgin continues to grow westward along the Highway 290 corridor, another commercial development is preparing to take shape in one of the city’s busiest emerging areas.
Construction is expected to begin June 15, 2026, on Shops at Park Place, a new retail center planned at the southwest and southeast corners of Western Sky Boulevard and U.S. Highway 290 in Elgin. According to project filings, the $4 million development will include two fully sprinklered retail shell buildings totaling more than 20,000 square feet, along with associated site work. Completion is currently targeted for Dec. 21, 2026.
The project arrives as thousands of new homes continue to be built around western Elgin, an area many residents already see transforming from open land into one of the city’s fastest-growing hubs for families, schools and daily traffic.
Located near neighborhoods including Harvest Ridge, Briarwood, Elm Creek, Stone Creek Ranch and Creeks Crossing, the development is positioned to serve a rapidly expanding residential population that increasingly relies on Highway 290 for commuting, shopping and school travel.
New Retail Space Planned Near Elgin Neighborhoods and Schools
According to development materials, Shops at Park Place will feature two retail buildings with approximately 7,055 square feet in Building A and 10,004 square feet in Building B, both designed to accommodate multiple tenants.
The site also includes additional pad locations with potential for future drive-thru businesses, adding flexibility for restaurants, coffee shops, medical offices or neighborhood services that many growing communities often seek as population increases.
The retail center is planned near several Elgin ISD campuses, including Neidig Elementary School, Harvest Ridge Elementary School, Elgin Middle School and Elgin High School. Development documents note the surrounding school populations already total several thousand students.
For many local families, projects like this represent more than new storefronts. They can reduce travel times for everyday errands, create nearby dining and shopping options and gradually shift how residents experience daily life in Elgin.
Highway 290 Continues to See Heavy Traffic and Commercial Interest
The intersection selected for the project sits along a highly visible stretch of Highway 290 that developers say currently sees more than 31,000 vehicles per day.
That visibility has increasingly made western Elgin attractive for both residential and commercial investment as the Austin metropolitan area continues expanding eastward.
Marketing materials for the project describe the site as part of a “key growth corridor in the thriving Elgin market” within the Austin metro area.
Maps included in project materials show the development surrounded by existing subdivisions, future multifamily projects, townhome developments and additional commercial sites still under construction.
While no tenants have yet been publicly announced, leasing materials indicate the center is being marketed for retail, restaurant and service-oriented businesses.
What the Shops at Park Place Development Means for Elgin Residents
For longtime residents, Elgin’s rapid growth has brought both opportunity and change. New commercial developments along Highway 290 continue reshaping parts of the city that until recently remained largely undeveloped.
Projects like Shops at Park Place often signal a broader shift toward creating more self-contained community hubs where residents can access shopping, services and dining closer to home rather than driving farther into Austin, Bastrop or Pflugerville.
The development may also help support the city’s expanding tax base while creating additional commercial activity near newly built neighborhoods.
At the same time, continued growth along Highway 290 is expected to keep conversations active around traffic, infrastructure capacity and long-term planning as Elgin balances development with community character.

Construction filings list the project as new construction with work expected to begin in mid-2026 and continue through late December of that year.
The development site is located at 18401 E. U.S. Highway 290 in Elgin, near the intersection of Western Sky Boulevard and Highway 290.
As leasing efforts move forward, residents will likely begin learning which businesses could eventually occupy the new retail spaces.
