A Long-Term Investment in Flood Relief and Safer Roads
The Elgin Forward project, officially covering County Line Road (Phase II) and Kennedy Street, is focused on solving some of the area’s most pressing infrastructure concerns—especially repetitive flooding in nearby neighborhoods.
“This project is an important investment in Elgin's future. We all want safer roads and relief from the flooding and drainage problems our residents have dealt with for too long, and we are dedicated to ensuring that will happen this year,” said City Manager Robert Eads.
Funded through a $10,940,981 Community Development Block Grant – Mitigation (CDBG-MIT) from the Texas General Land Office—and supplemented by developer fees—the project comes at no additional cost to local taxpayers.
It also contributes to a broader $28 million Bastrop County infrastructure investment aimed at reducing flood risks in low-to-moderate income areas.
What’s Being Built Along County Line Road and Kennedy Street
Residents can expect a full range of infrastructure upgrades designed to improve both safety and accessibility. According to the project fact sheet (page 1), key improvements include:
- Storm sewer replacement
- Culvert installation
- Roadway widening

- Drainage ditch re-grading

The project spans approximately 4,639 linear feet and includes work along:
- County Line Road
- Central Avenue
- Kennedy Street
- Brenham Road
