
Dr. Kregg Cuellar Officially Named Superintendent of Spring ISD Following Unanimous Board Vote
The Spring Independent School District Board of Trustees has officially appointed Dr. Kregg Cuellar as the district’s new Superintendent of Schools, following a unanimous vote during the board’s regular meeting Tuesday night. The decision came after a mandatory 21-day waiting period following his naming as Lone Finalist on August 18.
Board President Justine Durant described the moment as a turning point in the district’s history.
“We’re confident in the depth of experience and leadership he brings to our district at such a critical time,” said Durant. “We believe he is the right fit to help us address the many challenges we face—from academic turnaround to rebuilding trust in our schools and community.”
Cuellar, a proud native Texan born in Brownsville and raised in Houston, has served as Spring ISD’s Interim Superintendent for the past three months. Before that, he led as the district’s Chief of Academics and School Leadership for three years, playing a key role in strengthening instructional programs and school leadership.
In his first remarks after the board officially signed his contract, Dr. Cuellar pledged a leadership style rooted in urgency, commitment, and compassion.

“I’m elated—thank you for your confidence in me during such a critical time for Spring ISD,” Cuellar said. “To our families: I do not take this charge lightly. I promise you my full commitment to treat every child as if they were my own. We are destined for greatness, and I am both hopeful and excited for the future of Spring ISD.”
Spring ISD is one of the largest districts in North Harris County, serving over 33,000 students from pre-kindergarten through 12th grade. With 43 campuses—25 elementary schools, nine middle schools, six high schools, and three ninth-grade centers—the district offers a wide array of academic pathways, including bilingual education, STEM-focused elementary schools, International Baccalaureate programs, and free full-day pre-K across all elementary campuses.
Dr. Cuellar’s leadership arrives at a time of transition and renewal for Spring ISD. The district continues to expand career pathway options, increase access to early childhood education, and develop innovative programs that reflect the diverse needs of its student population. Durant emphasized that Cuellar’s vision aligns with the board’s goals for transformation and transparency.
“Tonight is not only the start of new leadership—it is a renewed commitment to transformation and transparency,” she said.
A longtime educator with more than two decades of experience, Cuellar has served in districts across Texas and the nation—including Houston ISD, Baltimore County Public Schools, and Portland Public Schools. His background includes roles as a teacher, assistant principal, principal, chief of schools, and superintendent in both rural and urban districts. He holds a Doctor of Education from the University of Houston and recently earned a Certificate in Advanced Education Leadership from Harvard University.

The search process for the new superintendent was supported by the Region 4 Education Service Center, which praised both the board’s leadership and Cuellar’s selection.

Now officially installed as superintendent, Cuellar has already begun executing his 100-Day Plan focused on student success, culture-building, and operational accountability. With strong support from the Board of Trustees and the broader community, the district begins a new chapter under his leadership.
