
District 4 Councilmember Richard Russell to Host First 'Council Connect' in Fulshear’s New Resident-Engagement Series
As Fulshear continues to rank among the fastest-growing cities in Texas, the city is taking proactive steps to ensure that residents remain connected to the local leaders shaping its future. On Tuesday, May 27, the City of Fulshear will kick off a new initiative called Council Connects—a monthly, informal opportunity for residents to meet face-to-face with their City Council representatives.
The first event will feature District 4 Councilmember Richard Russell, who invites residents to stop by L3 Craft Coffee (28830 FM 1093, Suite 110) between 9:30 AM and 11:30 AM for casual conversation, questions, and community updates. The come-and-go format is designed for accessibility, allowing neighbors to drop in at their convenience and hear “what’s brewing” in their city.
A Vision for Transparent, Responsive Leadership
Councilmember Russell, a resident of Creek Trace, brings both personal and professional passion to his new role. A father, local business owner, and seasoned professional with 18 years of experience spanning supply chain, construction, and entrepreneurship, Russell’s commitment to public service runs deep.
“As a dedicated member of our community, a father, and a professional with experience in supply chain, business ownership, and construction, I understand the challenges Fulshear faces as one of the fastest-growing cities in the nation,” Russell stated during his campaign. “My priorities are clear—strengthening infrastructure, supporting our schools, and ensuring our police and fire services grow alongside our city to keep Fulshear safe.”

He also emphasized a strong belief in community collaboration: “I’m committed to being open, honest, and present for our community, and I’d be honored to serve as your City Council representative.”
Russell was elected to the District 4 seat during the general election held on May 3, 2025. In addition to his professional experience, he has served as Treasurer of the local Elementary School PTA, which reflects his ongoing dedication to educational support and community involvement.
Council Connects: A Platform for Inclusion
The Council Connects program underscores Fulshear's commitment to transparency, inclusivity, and direct communication. Designed as a hyper-local forum for residents to voice concerns, ask questions, and hear updates, the series aims to bridge the gap between city government and everyday life. Each month, a different councilmember will host an event within their respective district.
This launch comes at a crucial time, as Fulshear navigates rapid population growth and a range of infrastructure and service challenges. Russell’s priorities include:

Fulshear residents are encouraged to participate in this new initiative, especially those in District 4, which includes neighborhoods like Creek Trace. In addition to the Council Connects meetups, the Fulshear City Council meets every third Tuesday of the month at 6:00 PM at the Municipal Complex (6611 W Cross Creek Bend Lane, Fulshear TX 77441).
