For residents watching Conroe continue to grow, the person overseeing the city's daily operations has an important role in how that growth translates into roads, services, infrastructure, development and the everyday workings of local government.

The City of Conroe has announced David Willard as its new city administrator, bringing a longtime Texas local-government leader into one of the city's most influential administrative positions.

For families in Granger Pines and neighboring communities connected to Conroe for work, shopping, recreation and public services, the appointment is worth knowing about. The city administrator works behind the scenes on many of the decisions and operations that determine how effectively a growing city functions.

A longtime Texas municipal leader comes to Conroe

Willard arrives with more than two decades of municipal and public-sector leadership experience.

His career has included serving as Hutchinson County judge, city manager for the City of Borger, assistant city manager for the City of Odessa and city manager for the City of Longview. Those positions gave him experience on both the municipal and county sides of Texas local government, including administration, strategic planning and working with elected officials and city employees.

“David Willard brings a wealth of local government experience and a proven record of leadership to the City of Conroe,” Mayor Duke Coon said. “His experience serving as a city manager, assistant city manager, and county judge gives him a broad perspective on the challenges and opportunities facing growing Texas communities. We are excited to welcome him to Conroe and look forward to the leadership he will provide.”

That experience comes as Conroe continues navigating the demands that accompany growth — from maintaining municipal services and infrastructure to managing city departments and public resources.

What does the Conroe city administrator do?

As city administrator, Willard will oversee Conroe's day-to-day operations, work closely with the Conroe City Council and coordinate with municipal departments while helping carry out the city's priorities.

Those responsibilities may not always be highly visible to residents, but they touch many of the services people rely on every day.

For Granger Pines residents who regularly travel into Conroe or have business, family or other connections to the city, leadership decisions made at Conroe City Hall can have effects beyond municipal boundaries as the broader Montgomery County area continues to develop.

Willard said he is looking forward to working with both city leadership and the community.

“I am honored to have the opportunity to serve the City of Conroe as City Administrator,” Willard said. “Conroe is a strong community, and I look forward to working with the City Council, city staff, residents, and community partners. I am excited to be part of the team and to help build on the strong foundation that has been established in Conroe.”

Why the leadership change matters as Conroe grows

City administrators are tasked with turning the direction set by elected officials into the practical work of running a city. That can include coordinating departments, helping manage budgets and long-term planning, overseeing municipal operations and making sure city priorities move from discussion to implementation.

Willard's background managing Texas cities of different sizes gives Conroe a leader familiar with many of those competing demands.
