The Bexar County Tax Assessor-Collector’s Office, led by Albert Uresti, announced the changes this week as part of updated TxDMV administrative rules designed to strengthen identity verification, reduce fraud, and protect vehicle ownership records across Texas.
For many residents, the update means ensuring they bring the correct valid, unexpired photo identification before visiting a tax office to complete a motor vehicle transaction.

The new requirements focus specifically on customers submitting certain motor vehicle title applications that include an initial registration. “Our office remains committed to providing secure, accurate, efficient, and helpful service while implementing Texas Department of Motor Vehicles administrative rules,” Uresti said.
Acceptable Forms of Identification for Texas Vehicle Title Transactions
Residents completing qualifying motor vehicle title and registration applications in Bexar County must present valid and unexpired identification. Acceptable forms include:
- REAL ID-compliant Texas driver’s license or REAL ID state identification card
- Texas License to Carry a Handgun issued by the Texas Department of Public Safety
- Driver’s license or state ID from another state that requires proof of legal presence

Non-REAL ID driver’s license or state ID, accompanied by documentation such as:
- U.S. birth certificate
- Certificate of Naturalization
- Certificate of Citizenship
Foreign passport, accompanied by one of the following:
- Form I-94 (without parole status)
- Permanent resident card
- Unexpired immigrant visa issued by the U.S. Department of Homeland Security
- U.S. passport or passport card
