Behind the Badge: Highlights from Constable Ted Heap’s 18th Citizens Police Academy

Harris County Constable Ted Heap’s 18th Citizens Police Academy (CPA) recently concluded, offering participants a rare, firsthand look into the day-to-day life of law enforcement officers. The 10-week course, which wrapped up this week at Precinct 5's command station, provided a hands-on, immersive experience for community members eager to learn more about police work. Cadets, their friends, and families gathered for a special graduation ceremony to mark the end of this educational and eye-opening program.

Starting in September, the program’s Tuesday-night sessions covered a wide array of topics, from understanding the challenges of police patrols to the realities of enforcing traffic laws. One of the highlights for cadets was "Range Night," where participants learned about gun safety before taking part in live shooting drills using various police firearms. This session, hosted by Full Armor Gun Range, gave cadets a unique, safe opportunity to experience the kind of training deputies undergo when preparing for potentially dangerous situations.

Cadets also had the chance to meet the precinct’s K9 deputies and see the department's cutting-edge drone technology in action. These K9s play a vital role in tracking suspects and protecting officers, while drones are used for everything from locating lost individuals to assisting in dangerous search operations. In addition, the academy provided an in-depth look at how deputies are trained to respond to driving under the influence (DUI) cases, as well as how they manage traffic stops and criminal investigations.

The academy offered participants an engaging, real-world understanding of the rules officers follow regarding the use of force. During the course, cadets learned when it’s appropriate for deputies to use non-lethal methods like Tasers and how they are trained to handle combative suspects. Simulated scenarios tested their judgment under pressure, allowing cadets to practice de-escalating situations and working collaboratively to protect both officers and civilians.

A major takeaway from the academy was the insight into officer safety protocols and patrol procedures. Cadets learned how deputies prepare for the unknown when responding to emergency calls, using careful strategies to minimize risk. These important lessons demonstrated the complexities of police work and helped foster a deeper understanding of the dedication involved in serving the community.

At the graduation ceremony, Constable Heap praised the participants for their commitment to the program and expressed gratitude to the deputies who taught the courses. The Precinct 5 Citizens Police Academy Alumni Association also played a key role in making the graduation a fun and memorable occasion for all involved.

Looking ahead, Precinct 5 is already planning for the next Citizens Police Academy, set to begin in Spring 2025. With its combination of hands-on training, real-world scenarios, and interactive learning, the Citizens Police Academy continues to strengthen the relationship between law enforcement and the community.
