Valley Ranch Commerce District Breaks Ground in New Caney, With H-E-B Leading 55-Acre Expansion

For residents across New Caney, Porter, Splendora, Roman Forest, Kingwood and the surrounding East Montgomery County area, one of Valley Ranch’s biggest planned expansions has moved from renderings and announcements to work on the ground.

The Signorelli Company announced Wednesday, Aug. 12, that it officially broke ground last week on the 55-acre Commerce District at Valley Ranch, with H-E-B serving as the anchor of the new mixed-use district near Grand Parkway and Valley Ranch Boulevard.

The milestone matters well beyond the arrival of another grocery store. Commerce District is planned as a new employment, retail, dining, residential and hospitality center within the 1,400-acre Valley Ranch master-planned community, extending the development beyond the stores and restaurants many residents already know at Valley Ranch Town Center.

At full buildout, the district is expected to include approximately 400,000 square feet of commercial development along with a 600-unit luxury multifamily community, adding another major piece to Valley Ranch’s long-term transformation into a place where residents can increasingly shop, work, eat, gather and live without traveling far from home.

For a part of Montgomery County that continues adding rooftops and residents, the groundbreaking is also an early sign of the businesses, services and employment opportunities expected to follow that population growth.

H-E-B Will Anchor the First Phase of Valley Ranch Commerce District

The first phase, known as Commerce West, will be anchored by a roughly 120,000-square-foot H-E-B supermarket, according to Signorelli’s latest development announcement.

The store is expected to become H-E-B’s first location in New Caney and its 11th in Montgomery County. Plans call for H-E-B Curbside with a large covered pickup area, a fuel station and a car wash.

State construction records previously filed for the project list the store at approximately 124,970 square feet and estimate a construction value of $45 million, with grocery-store construction scheduled from January through October 2027. Signorelli has said the New Caney H-E-B is anticipated to open in fall 2027.

For local families, that timeline puts a long-awaited grocery option within sight.

H-E-B has grown from the small Kerrville grocery store Florence Butt opened in 1905 into one of Texas’ most recognizable companies, operating hundreds of stores across Texas and Mexico. Its stores are known not only for groceries and fresh food but also for prepared meals, bakeries, Texas-made products and private-label brands including Hill Country Fare, H-E-B Organics, Central Market, Mi Tienda, Texas Roots and H-E-B Select Ingredients.

The company has also built a particularly strong following in Texas through its disaster-response efforts, food-bank partnerships, education programs and other community initiatives — one reason the arrival of an H-E-B often attracts unusual interest when rapidly growing communities begin adding major retail.

Groundbreaking Marks a New Stage for Valley Ranch

In announcing the groundbreaking, Signorelli said the milestone represents the continuation of a vision that has guided Valley Ranch since its beginning: building a connected community that brings homes, jobs, shopping, restaurants and gathering places closer together.

“Commerce District reflects the long-term vision and strategic planning that define our approach to creating integrated communities,” said Danny Signorelli, founder and CEO of The Signorelli Company. “It's another step toward the vision we've had for Valley Ranch from the very beginning: a place where people can live, work, shop, gather and build their future within one connected community. The addition of H-E-B is more than welcoming a premier retailer—it reinforces Valley Ranch's continued ability to attract investment, create jobs and deliver lasting value for the families and communities we serve.”

That idea is important because Commerce District is not planned as a stand-alone shopping center.

Beyond H-E-B, Commerce West will include approximately 19,500 square feet of additional retail space and two outparcels being marketed for restaurants, retailers and service-oriented businesses.

Palo Duro Commercial Partners, which is working with Signorelli on leasing for the first phase, said it is now marketing those spaces and intends to assemble a tenant mix that complements both H-E-B and the wider Valley Ranch development.

The firm described Commerce District Phase One as the next chapter of growth for the New Caney community, with opportunities for restaurants and businesses seeking locations inside one of Northeast Houston’s fastest-growing trade areas.

According to leasing materials, the Valley Ranch trade area is projected to include more than 282,000 residents and 167,000 homes in 2026.

Restaurants, Offices, Apartments and Gathering Spaces Planned in Future Phase

The second phase, Commerce East, is where the project is expected to become even more mixed-use.

Plans call for Class A office space, luxury multifamily residences, retail, chef-driven restaurants and public gathering areas, with landscaped plazas, outdoor dining spaces and areas that could host live entertainment, festivals and other community events.

The goal is to create a more walkable district rather than another collection of buildings separated primarily by parking lots.

“Commerce District represents the next chapter in the commercial evolution of Valley Ranch,” said Greg Wattson, senior vice president of Commercial Development at Signorelli. “H-E-B provides a strong foundation for a carefully curated collection of retailers, restaurants and services that will serve one of the fastest-growing trade areas in Texas. As future phases come online, Commerce District will become a destination where commerce, community and quality of life come together.”

Signorelli said the project is also expected to generate new investment and employment opportunities as office, hospitality, residential, retail and restaurant development moves forward.

That could become increasingly significant for residents who currently commute elsewhere in the Houston region for work, dining or services.

Valley Ranch sits approximately 20 minutes from The Woodlands and about 35 minutes from Downtown Houston, according to project marketing materials, placing the development along a heavily traveled growth corridor near U.S. 59/I-69 and the Grand Parkway.

Valley Ranch Town Center Already Draws Millions of Visitors

Commerce District is building on an unusually large existing retail base.

Valley Ranch Town Center, which began welcoming tenants in 2016, has grown into a roughly 1.5-million-square-foot retail and entertainment destination with more than 100 businesses.

The center is approximately 97% occupied and records about 11.5 million annual visits, according to Valley Ranch leasing materials citing visitation data. It is ranked as the most-visited power center in the Houston market.

Recent additions have included Wells Fargo, Starbucks, Qargo Coffee, Nick the Greek and Baskin-Robbins.

The traffic already moving through Town Center is part of what makes Commerce District attractive to prospective restaurants and retailers: unlike a development attempting to create a customer base from scratch, the new district is being built beside an established regional shopping destination.

Palo Duro Commercial Partners said the latest expansion gives businesses the opportunity to become part of a Valley Ranch environment that already draws residents and visitors from across Northeast Houston and East Montgomery County.

Commerce District Is Only One Piece of a Much Larger Valley Ranch Buildout

Residents watching the cranes and construction around Valley Ranch are seeing several districts advance at roughly the same time.

Immediately around the community, Signorelli is developing a collection of interconnected residential, retail, healthcare and entertainment areas that together are expected to total approximately 2.55 million square feet of retail, office, restaurant, entertainment and mixed-use development.

The Marketplace District is planned across approximately 114 acres of retail development. Within that area, The Village Green is envisioned as a walkable lifestyle destination with restaurants, national retailers and neighborhood gathering areas.

Nearby, the Valley Ranch Entertainment District is advancing approximately 1.4 million square feet of mixed-use development anchored by a 210,000-square-foot convention center. The facility is scheduled to open in late 2026 and is expected to rank as the seventh-largest convention center in Texas.

The Entertainment District also includes The Hill at Valley Ranch, an outdoor amphitheater used for concerts, festivals and community events.

Another major piece, the 328-acre Azalea District, is planned as Valley Ranch’s final single-family neighborhood and includes a 203-acre residential component with 359 homes by First America Homes. Signorelli has positioned Azalea as a wellness-oriented district designed to combine housing with healthcare, restaurants, hotels and related services.

The new Commerce District will sit among those developments, helping link everyday services such as groceries with employment, housing, dining and other commercial uses.

What the Commerce District Groundbreaking Means for New Caney Residents

For residents, perhaps the most noticeable change will come first from H-E-B.

A full-service grocery store with curbside pickup, fuel and a car wash will add another everyday option for families throughout New Caney and surrounding communities. But the larger effect of Commerce District could unfold over several years as restaurants, shops, offices, apartments and hospitality projects follow.

More businesses can mean shorter trips for services that once required driving toward Kingwood, Humble or The Woodlands. New office and retail development can also bring jobs closer to neighborhoods that have expanded rapidly while much of the region’s employment base remained elsewhere.

It also signals something broader about the growth of East Montgomery County.

Major retailers generally follow households, roads and purchasing power. H-E-B anchoring a district of this scale — alongside millions of square feet of other development already planned or built at Valley Ranch — reflects the continuing shift of New Caney from a smaller community on Houston’s northeastern edge into a regional destination of its own.

The East Montgomery County Improvement District continues working with Signorelli on economic development, infrastructure and business recruitment throughout the area, helping support the commercial growth occurring around Valley Ranch and the U.S. 59/I-69 corridor.

What Happens Next at Valley Ranch Commerce District

With the ceremonial groundbreaking now complete, development of Commerce District can begin moving into its next stages.

H-E-B remains targeted for a fall 2027 opening, while leasing continues for the first phase’s 19,500 square feet of retail and two outparcels. Additional tenants have not yet been announced.

Future phases will ultimately add the larger mix of offices, apartments, hospitality, restaurants, retail and public spaces envisioned for Commerce East.

For nearby residents, those future tenant announcements may be the next pieces to watch closely. H-E-B may be the name starting the conversation, but Commerce District is being built to become considerably larger than its grocery anchor.

Last week’s groundbreaking makes that future a little less conceptual — and gives New Caney another visible sign of just how quickly the Valley Ranch area is changing.
