Toro District Renderings Released: First Look at $34 Billion Houston Texans-anchored Development in Bridgeland Near Cypress and Katy

For families in Cypress, Katy, and the fast-growing Northwest Harris County corridor, the future just became easier to picture.

After announcing the landmark Toro District project last week, Harris County officials have now released the first official renderings — giving residents a visual look at what will become one of the most significant economic development projects in Houston history. Anchored by the Houston Texans’ new headquarters in Bridgeland Central, the 83-acre mixed-use development is projected to generate $34 billion in regional economic impact and create more than 17,000 jobs over time.

For homeowners, small business owners, and students in Cy-Fair ISD, Waller ISD, and Lone Star College, this is more than a sports facility. It represents long-term investment in infrastructure, workforce pathways, parks, and access to county services closer to home.

A First Look at Toro District in Bridgeland

Located west of the Grand Parkway off Peek Road in Bridgeland Central, Toro District will include nearly two million square feet of walkable office, healthcare, hospitality, retail, and entertainment space in unincorporated Northwest Harris County.

The newly released renderings show a thoughtfully planned district designed for both regional draw and everyday community use — from tree-lined public spaces and athletic fields to a large-scale indoor fieldhouse that can host community events, graduations, and youth programming.

Commissioner Lesley Briones of Harris County Precinct 4 described the scope of the project, stating, “The Toro District is a transformational win for Harris County — a bold vision delivered through action. This public-private partnership is bringing 17,000 new jobs, $34 billion in economic impact, and essential County services and infrastructure to one of the fastest-growing areas in the nation."

"As a former teacher, I'm especially proud that students from Cy-Fair ISD, Waller ISD, and Lone Star College will gain hands-on experience and direct pathways into high-demand careers. As a Texans Fan, I am thrilled we are keeping our team in Harris County. This collaboration proves what's possible when we lead with a focus on the future," said Commissioner Briones.

With Harris County projected to grow nearly 40 percent over the next 25 years — and Cypress and Katy ranking among the fastest-growing communities — leaders say proactive planning is essential.

Infrastructure, Services, and Growth Planned From Day One

The partnership between Harris County Precinct 4 and Harris County Precinct 3 ensures that public infrastructure and taxpayer considerations are built into the foundation of the development.

Commissioner Tom Ramsey of Harris County Precinct 3 emphasized the planning component, saying, “By bringing Harris County in as a partner, we made sure this development would work for the residents. For us, that means expanding access to services with a county annex outside of the 610 loop, jumpstarting critical roadway extensions like Mason Road and Peek Road, hike and bike trails, park developments—all this culminating into my favorite thing as a licensed professional engineer—planning for growth the right way from day one."

"As if that wasn’t good enough - partnering with the Houston Texans will solidify this area as a destination for sports, entertainment, and economic growth. This is a historic investment in northwest Harris County, and a true commitment to improving quality of life for our residents,"said Commissioner Ramsey.

Planned public benefits include:

  • A 25,000-square-foot Harris County annex to expand county services closer to Cypress and Katy residents
  • Six parks and athletic fields
  • Approximately 5,000 parking spaces
  • Workforce training and apprenticeship opportunities tied to both construction and long-term operations

For residents who currently travel inside the Loop for certain county services, the annex represents expanded access without a long commute.

Houston Texans Headquarters Anchors the Development

At the heart of Toro District will be the Houston Texans’ new headquarters — a more than 175,000-square-foot complex that centralizes Football and Business Operations. The facility will feature an indoor fieldhouse and three outdoor NFL training fields.

Designed to host nearly 16,000 attendees, the fieldhouse will also serve as a community venue for graduations, youth athletics, and national events — expanding its role beyond professional football.

"This facility will give our players and coaches a true competitive advantage and position them for sustained success. It also underscores our long-term commitment to Harris County and our dedication to driving growth and opportunity throughout the region. This is a historic win for our team and our community," said McNair.

The Texans, introduced as the NFL’s 32nd franchise in 1999, have won eight AFC South division titles and recently advanced to the Divisional Round of the playoffs for three consecutive seasons under Executive Vice President and General Manager Nick Caserio and Head Coach DeMeco Ryans. Beyond the field, the Houston Texans Foundation has raised more than $51 million to support the Houston community.

Bridgeland and Howard Hughes Shape Long-Term Vision

The project sits within Bridgeland, the 11,500-acre master planned community in Cypress developed by Howard Hughes Communities. Named the National Association of Home Builders’ 2024 Master Planned Community of the Year, Bridgeland includes more than 3,000 acres of parks, trails, and lakes and is pre-certified under the LEED for Cities and Communities program.

David O’Reilly, Chief Executive Officer of Howard Hughes, said, “At Howard Hughes, we believe communities are built over decades, not development cycles. Project Toro shows what’s possible when growth is guided by a long-term vision. The Texans are planting a lasting flag in Bridgeland, reinforcing their commitment to this region. Together, we are creating opportunities that deliver real benefits for residents, families, and businesses. Our continued investment in Bridgeland will help shape the future of this community for generations.”

Howard Hughes Communities, whose national portfolio includes The Woodlands, The Woodlands Hills, and Summerlin in Las Vegas, will manage leasing for Toro District, while global architecture firm Gensler leads master planning and design.

The broader mixed-use development will also include:

  • 1 million square feet of premium office space
  • 300,000 square feet of retail and restaurant space
  • 250,000 square feet of regional healthcare and sports medicine facilities
  • Two hotels totaling 300 keys
  • 1,300 multifamily residential units

Completion is currently scheduled for 2029.
