
Tomball ISD Maintains 'A' Rating in 2025 TEA Accountability System, Tops List of Large Districts in Texas
Tomball ISD has again earned an “A” in the Texas Education Agency’s 2025 A-F Accountability System, marking the sixth consecutive time the district has received the state’s highest designation.
This year’s report places Tomball ISD as the only “A”-rated school district in both Harris and Montgomery counties and the highest-scoring large district (20,000+ students) in Texas, with an overall accountability score of 92.
The district serves more than 23,000 students across 25 campuses and covers 83 square miles in northwest Harris County and southwest Montgomery County. Tomball ISD was originally established in 1908 and has grown steadily alongside the region’s suburban development.
According to Superintendent Dr. Martha Salazar-Zamora, the recognition reflects a collaborative effort across the school community. “This A rating is a direct reflection of the dedication and hard work of our incredible students, teachers and campus leaders,” she said. “It's also a testament to the powerful partnership we share with our parents, who are our most vital collaborators in education. These impressive results are a true community effort, and we are immensely proud of everyone involved.”

Campus-Level Gains and Recognition
Across the district, 18 campuses received “A” ratings, with 15 schools earning top marks across all three accountability domains: Student Achievement, School Progress, and Closing the Gaps.
Rosehill Elementary School saw a notable year-over-year improvement, boosting its score by 16 points to reach “A” status. Additionally, all three high schools in Tomball ISD achieved straight A’s across each domain, continuing a trend of consistent performance at the secondary level.
Governance and Stewardship
District leadership has credited not only educators and students but also the Tomball ISD Board of Trustees, which has maintained a focus on both instructional priorities and fiscal management. The board passed a balanced budget for 2025, reflecting efforts to match educational outcomes with financial responsibility.

What the TEA Ratings Measure
The TEA A-F Accountability System is designed to evaluate how well public school districts and campuses are preparing students academically. Ratings are based on three key areas:
- Student Achievement: Performance on STAAR exams and other college and career readiness indicators.
- School Progress: Year-over-year academic growth and comparisons with similar campuses.
- Closing the Gaps: Focuses on equity by measuring outcomes for specific student groups, including those who are economically disadvantaged,
- English learners, and students receiving special education services.
- The final score blends results from these categories, offering a snapshot of both academic performance and student progress.
While the system has faced criticism from some educators and policy experts for its reliance on standardized testing data, many districts continue to use the ratings as a barometer of instructional effectiveness and overall school quality.
