Royal ISD Budget and Tax Rate Hearing Set for Aug. 25: What Bluestem Families Should Know
For families in Bluestem, decisions made a few miles away at the Royal ISD Administration Building can have a direct connection to the schools serving their neighborhood — and one of the district's more consequential meetings of the year is coming up.
The Royal Independent School District Board of Trustees will hold a Special Board Meeting at 6:30 p.m. Tuesday, Aug. 25, 2026, at the Royal Administration Building, 3714 FM 359 in Pattison. The agenda includes a public hearing on the proposed 2026-27 Royal ISD budget and proposed tax rate, followed later in the meeting by possible adoption of the district's new budget.
Because Bluestem is zoned to Royal ISD, the meeting offers residents an opportunity to follow how the school district plans to fund its operations, compensate employees and allocate resources during the coming school year.
And residents are welcome to attend. Royal ISD states that all Board of Trustees meetings — including regular meetings, special meetings and workshops — are open to the public.
Royal ISD Proposed Budget and Tax Rate Take Center Stage
The Aug. 25 meeting begins with a public hearing on two subjects that tend to draw particular interest from families and property owners: the district's proposed tax rate and proposed 2026-27 budget.
School district budgets determine how available funding is allocated across the district, including areas such as classroom instruction, staffing, campus operations, transportation, facilities and other services. The tax rate, meanwhile, is part of the equation used to determine the school district portion of local property tax bills.
For Bluestem homeowners, that makes the hearing relevant even for households without children currently attending a Royal ISD campus. School finance decisions can affect students and employees while also carrying implications for taxpayers throughout the district.
Following the hearing, trustees are scheduled to consider and possibly adopt the 2026-27 budget during the new-business portion of the meeting.
Pay Scales, Stipends and Final Budget Changes Also on Agenda
The Aug. 25 agenda extends beyond the proposed budget and tax rate.
As part of the consent agenda, trustees are scheduled to consider final amendments to the 2025-26 budget, along with updates to 2026-27 employee pay scales and the district stipend schedule.
Those items matter because a school district's ability to recruit and retain teachers and other employees is closely connected to compensation. Although individual agenda items can sometimes appear administrative on paper, decisions involving salaries and stipends become part of the larger picture of how Royal ISD plans to staff and operate its schools during the academic year ahead.
Trustees will also consider an Adjunct Faculty Agreement between Royal ISD and the Texas A&M AgriLife Extension Service, along with a resolution regarding the extracurricular status of the 4-H organization.
Another consent item calls for updating the district's Teacher Appraisal Calendar and T-TESS and T-PESS appraisers for 2026-27. T-TESS is the Texas Teacher Evaluation and Support System, while T-PESS is the state's appraisal framework for principals.
Trustees to Consider Fund Balance Resolution
Another financial item on Tuesday's agenda involves Royal ISD's fund balance.
Under new business, trustees are scheduled to consider a resolution to rescind an assignment and return funds to the unassigned fund balance.
A school district's fund balance generally serves as a financial reserve, while designations or assignments can identify money intended for particular purposes. The agenda indicates trustees may take action on returning an existing assignment to the district's unassigned balance before considering adoption of the 2026-27 budget.
For residents trying to understand Royal ISD finances, the combination of the proposed budget, tax rate and fund-balance discussion makes the Aug. 25 meeting an especially useful opportunity to see several pieces of the district's financial planning considered together.
Personnel Matter Scheduled for Closed Session
The board is also scheduled to enter executive session under Section 551.074 of the Texas Government Code to discuss personnel-related matters.
The posted agenda includes discussion of the resignation or contract abandonment of a Chapter 21 term-contract employee and whether good cause existed under applicable Texas Education Code provisions.
After returning to open session, trustees may take action regarding employment of personnel. The board is also scheduled to consider whether good cause existed for the resignation or contract abandonment of employee Thurmiere Love and, if not, whether to authorize the superintendent to file a formal complaint with the State Board for Educator Certificationseeking sanctions.
While legally permitted portions of the board's personnel discussion may take place in closed session, Royal ISD's past meeting notices explain that any final votes, actions or decisions related to such matters are taken in open meeting.
Can Bluestem Residents Attend the Royal ISD Meeting?
Yes.
Royal ISD's current Board Meeting Information page specifically states that all district board meetings — regular meetings, special meetings and workshops — are open to the public. Meeting notices and agendas are posted through the district and at the Royal ISD Administration Office.
That means Bluestem parents, homeowners and other residents interested in the proposed school budget, Royal ISD tax rate or other agenda items can attend Tuesday's meeting in person.
Residents who also want to speak during public comments or the hearing should review the current meeting notice and Royal ISD's public-comment registration requirements before attending. The district provides both online and printable public-comment forms through its Board of Trustees webpage.
Royal ISD has previously advised that at meetings other than regular board meetings, public comments are limited to subjects included on the posted meeting notice and agenda.
Board Training Workshop Scheduled One Day Earlier
Residents interested in seeing another side of school board governance can also attend a Royal ISD Board Training Workshop at 6 p.m. Monday, Aug. 24, at the same administration building.
That meeting is also classified as a special meeting.
Its agenda is much shorter: after establishing a quorum, trustees are scheduled to participate in “Team of 8” training for continuing education credit before adjournment.
Texas school boards and superintendents work together as a governance team, and continuing education is part of board member training. Unlike Tuesday's budget-focused meeting, the Aug. 24 workshop is centered on board development rather than a list of district business items requiring possible action.
Because Royal ISD identifies workshops among the meetings that are open to the public, residents may attend this meeting as well.
