
Rosenberg Opens 2025–2026 HOT Fund Grant Applications for Tourism-Boosting Events and Programs
Organizations that help bring visitors to Rosenberg can now apply for the City’s 2025–2026 Hotel Occupancy Tax (HOT) Fund reimbursement grants. The program, guided by Chapter 351 of the Texas Tax Code and the City of Rosenberg Code of Ordinances, is designed to strengthen local tourism and the hotel industry.
At its meeting on Tuesday, September 2, 2025, Rosenberg City Council formally adopted the FY25–26 budget, setting aside $50,000 for HOT Fund grants. These funds are generated from the 7% municipal hotel occupancy tax collected from hotels, bed-and-breakfasts, and other lodging facilities, and by law must be reinvested into activities that encourage visitors and overnight stays in the city.
Eligible Uses of HOT Funds
Events and programs are considered eligible if they fall into one or more categories outlined in state law. These include improvements to convention or visitor centers, administrative costs related to conventions, marketing and promotional programs that attract tourists, arts promotion, historic preservation, and certain sporting events and facilities in smaller counties or municipalities. Funding can also be used for tourism signage that guides hotel guests to popular attractions.

Application Process and Timeline
Applications are available now and must be submitted by Friday, October 3, 2025, at 5:00 p.m. Completed forms may be postmarked, emailed, or hand-delivered to the Communications Department at the Rosenberg Development Corporation (RDC) Building, located at 3829 Highway 36 S, Rosenberg, TX 77471. They can also be picked up at City Hall or the RDC Building during business hours, or downloaded directly from the city’s website at rosenbergtx.gov.
Once the application period closes, the HOT Funds Evaluation Committee will review all submissions and make recommendations to City Council in October. Council will then consider approval of the reimbursement agreements for the projects selected.
Strengthening a Proposal
Organizations applying for HOT funds are encouraged to show how their projects will drive measurable tourism impacts, such as increasing hotel bookings or drawing visitors from outside the immediate area. A strong marketing plan and clear methods for tracking hotel stays, whether through room blocks, codes, or surveys, can make an application more competitive.
