Katy Manor Noise Rules Cover Nuisances and Animal Noise

Katy Manor's recorded declaration addresses noise that affects other residents, including animal noise. Residents can read the Declaration of Covenants, Conditions and Restrictions for the governing language.

What the declaration says

Section 2.10 states: “No noise or other nuisance shall be permitted to exist or operate upon any portion of the Property so as to be offensive or detrimental to any other portion of the Property or to its Residents.” Section 2.11 adds: “No animal may be allowed to make an unreasonable amount of noise, or to become a nuisance.”

The cited provisions do not set a specific quiet-hours schedule. They address whether noise is offensive or detrimental to other property or residents, and whether animal noise becomes unreasonable or a nuisance. That distinction matters: ordinary daytime activity is not automatically a violation, and an evening hour does not automatically make a disturbance acceptable.

Everyday sources of noise

Music, gatherings, power tools, vehicles and repeatedly barking dogs can carry between nearby homes and yards. Frequency, duration and circumstances can make a difference to neighbors. Residents are asked to be particularly considerate early in the morning and late in the evening. Pet owners can check on prolonged barking and bring an animal inside when needed.

How to raise a concern

When it feels safe and practical, a friendly conversation may resolve an unintentional problem. A neighbor may not realize how clearly music travels or that a dog barks while the household is away.

For an ongoing concern, residents can use the Crest homeowner portal or contact Community Manager Alicia G. at aliciag@crest-management.com or 281-945-4712, or Assistant Community Manager Cristal S. at cristals@crest-management.com or 281-945-4713. Include the location, dates and nature of the disturbance so management can understand the issue.

For a disturbance that cannot wait, residents may contact Harris County Constable Precinct 5 at 281-463-6666 or the Harris County Sheriff's Office non-emergency line at 713-221-6000. Call 911 for an immediate emergency.
