Katy Approves Commercial Tract Near Heritage Park West With Added Neighborhood Protections
A 3.43-acre property beside Heritage Park West is moving toward commercial use after Katy City Council approved adding it to the Katy Court Planned Development District on September 28. The tract sits near the southwest corner of De Petris Drive and Katy Hockley Cut-Off Road, where new development would bring businesses close to established homes.
The council approved the change 4-1, with Council Member Michael Meihls opposed. No specific business had been selected for the property at the meeting, Covering Katy reported.
What Could Be Built
The change brings the property into a planned development district, which sets development rules for a defined area. It also changes the tract's future land-use designation from Suburban Residential to Neighborhood Commercial.
The district's permitted commercial uses include offices, shops, restaurants, childcare facilities, grocery stores, pharmacies and financial institutions. Those are allowable categories, not announced tenants. The tract has a specific prohibition on gasoline stations and convenience stores, even though those uses appear in the broader district's commercial standards.
The city's planning staff supported commercial use partly because the property's access is exclusively from Katy Hockley Cut-Off Road, now a four-lane boulevard. Staff concluded that a small residential development on the tract would not integrate with either Heritage Park West or Katy Court.
Restrictions Along the Neighborhood Edge
The 3.43-acre tract had been removed from an earlier Katy Court amendment in April. The revised proposal returned with additional restrictions: a maximum building height of 25 feet, screening along the western boundary shared with Heritage Park West, and a landscape buffer.
Commercial standards in the council packet require a permanent six-foot masonry screening wall or sight-obscuring fence where commercial development adjoins residential property or detention areas, with landscaping providing another layer of screening. The commercial property owner is responsible for maintaining the barrier. Service areas and trash containers must also be screened from public view, and commercial lighting may not spill onto residential property.
The development proposal includes a detention pond intended to serve future construction. The staff report also identifies planned annexation into Katy West Municipal Utility District to help finance necessary public infrastructure.
Neighbors Raised Concerns
Residents speaking against the change raised concerns about traffic, pedestrian safety, noise and the effect of commercial development beside their homes. Council Member Paula Taylor described the revised restrictions as a compromise after opposing the tract's inclusion earlier in the year, Covering Katy reported.
For nearby households, the decision establishes the kinds of development allowed on the tract and the protections required along its residential edge.
