Austin Housing and the Austin Housing Finance Corporation (AHFC) joined nonprofit developer Foundation Communities to celebrate the opening of the 110-unit affordable multifamily rental community located at 11630 N Lamar Blvd, Austin, TX 78753 in District 7. The development serves households earning 30% to 60% of Median Family Income (MFI) — income levels that often place families at the greatest risk of housing instability in Austin’s increasingly competitive rental market.
With rising housing costs remaining a central issue in local policy discussions, Juniper Creek adds meaningful inventory to the city’s affordable housing pipeline while integrating supportive services designed to help residents move toward long-term security.
Designed for Stability — Not Just Shelter
The new North Austin apartment community includes one-, two-, and three-bedroom units and provides residents with access to a food pantry, a learning center, and on-site services tailored to families, veterans, seniors, and individuals with disabilities.
Importantly, Juniper Creek also includes units dedicated to at-risk and formerly homeless families through Foundation Communities’ Children’s Home Initiative (CHI) Program, reinforcing Austin’s broader efforts to address homelessness through supportive housing.

Juniper Creek sits within three areas identified in the Austin Strategic Housing Blueprint:
- North Lamar Mobility Bond Corridor
- Braker Lane/Blue Goose Imagine Austin Corridor
- Lamar Boulevard Imagine Austin Corridor
The property is adjacent to Foundation Communities’ Laurel Creek Apartments and is positioned in a transit-connected section of North Austin, with two bus stops located within 500 feet of the development. For residents without reliable transportation, proximity to public transit is often a critical factor in employment stability and access to education and healthcare.

The Juniper Creek development represents a layered public-private financing effort often required to bring affordable housing projects to completion in Austin.
Funding sources include:
- $6.6 million from AHFC through the Rental Housing Assistance Development (RHDA) Program
- $9.5 million from Travis County
- Nearly $5.1 million in private funding
- $1.75 million Affordable Housing Program (AHP) grant from the Federal Home Loan Bank of Dallas (FHLB Dallas), awarded in 2025 through member Wells Fargo
- A 4% Low-Income Housing Tax Credit (LIHTC) award from the Texas Department of Housing and Community Affairs (TDHCA)
The site also participated in Austin’s Affordability Unlocked Development Bonus Program and S.M.A.R.T. Housing initiative.

FHLB Dallas, one of 11 district banks in the Federal Home Loan Bank System created by Congress in 1932, reported total assets of $112.2 billion as of September 30, 2025, and supports housing and community development across Texas and neighboring states.
