Houston Texans Announce New Training Facility and Global Headquarters at Toro District in Bridgeland

The Houston Texans are bringing their new global headquarters and training complex to Bridgeland in Northwest Harris County, anchoring an ambitious 83-acre mixed-use development known as Toro District through a landmark public-private partnership with Harris County and Howard Hughes.

Announced February 12, 2026, the project will establish a 22-acre, state-of-the-art headquarters and athletic complex for the Texans within Bridgeland Central, the community’s emerging urban core in Cypress. Over time, Toro District is projected to generate approximately $34 billion in long-term economic impact and create more than 17,000 jobs across the region.

For residents in Cypress and surrounding Northwest Houston communities, the announcement signals significant commercial expansion, new infrastructure investment, and the arrival of a high-profile NFL presence in one of the fastest-growing corridors in Texas.

“Today is a historic day for the Houston Texans, our fans, and the Greater Houston area as we partner with Howard Hughes and Harris County on a world-class sports and entertainment destination, including our new headquarters and training facility,” said Cal McNair, Chair and Chief Executive Officer of the Houston Texans.

A Shift From NRG Park to Northwest Harris County

Currently, the Houston Texans operate entirely out of NRG Park in south Houston, where NRG Stadium — owned and operated by Harris County — serves as the team’s home field. The complex is located roughly 40 miles from Bridgeland, placing the proposed headquarters and training facility on the opposite side of the county from where the team currently trains and plays.

The Texans’ lease to play home games at NRG Stadium expires in 2032, though the announcement of the new headquarters and training facility does not change where home games are currently held.

“Our organization continues to grow and this aligns with our goals of bringing a championship to Houston, enhancing community services and making sports more accessible," said McNair. "This project reinforces our long-term commitment to Harris County and our focus on driving growth and opportunity for the community. It will set the new standard for the global sports and entertainment industry and it's the most significant evolution for our organization since our inception."

The Bridgeland development focuses specifically on the team’s operational headquarters and training complex, not a new game-day stadium.

What Is Toro District?

Toro District is designed as a year-round sports and entertainment destination integrated into Bridgeland Central, a 925-acre urban core planned to deliver retail, restaurant, hotel, medical, entertainment, and commercial space.

“This is not just a headquarters. It is a statement about where Houston is going,” said David O’Reilly, Chief Executive Officer of Howard Hughes. “When you bring together visionary public leadership, a world-class NFL franchise, and a long-term development partner, you can do something far bigger than any one organization alone. Toro District will create jobs, strengthen infrastructure, expand access to services, and deliver a gathering place that families will enjoy for generations.”

The district is structured as a public-private partnership between the Houston Texans, Harris County, and Howard Hughes, the developer behind Bridgeland. Plans call for:

  • Expanded roadways and mobility improvements
  • Additional parks and trails
  • New commercial and medical space
  • A future on-site Community Services Center
  • Workforce development and apprenticeship opportunities

Harris County Precinct 3 Commissioner Tom Ramsey highlighted the infrastructure component of the agreement.

“Harris County has always been a strong economic driver and innovator in sustainable infrastructure,” said Commissioner Ramsey. “From the Port of Houston, the energy sector, to the world class medical center, it's only appropriate that we elevate this sports facility to be the best in America."

The project is positioned as both a regional economic engine and a local amenity hub for residents in Cypress and Northwest Harris County.

"This MOU between Precinct 3 & 4, Howard Hughes, and the Houston Texans is a powerful commitment to the residents of Harris County. This agreement covers everything from infrastructure improvements, more access to Harris County services, youth development, and economic growth - it truly is a great day for Harris County,” said Commissioner Ramsey.

How Taxpayer Dollars Will Be Used

Questions about public funding are often central to large-scale sports developments. Harris County officials addressed that directly.

Harris County Precinct 4 Commissioner Lesley Briones stated that no taxpayer money would go toward building the Texans’ training facility or headquarters.

Public funding would instead support county infrastructure components associated with the development, including the planned community services hub, roads, and other supporting infrastructure.

“This public-private partnership reflects what we strive to do every day in Harris County—transform lives through education, job training, and employment opportunities,” said Commissioner Briones. “Bringing County resources deeper into the heart of this fast-growing area of Northwest Harris County will create good paying jobs, allow more convenient access to County services, enhance health and wellness with new green spaces, and increase connectivity with needed infrastructure investments.”

In other words, the team’s facilities would be privately financed, while county investments would focus on long-term public assets intended to serve residents regardless of the Texans’ presence.

Education and Workforce Opportunities

Beyond retail and entertainment, Toro District includes commitments tied to workforce and student engagement.

Students from Cypress-Fairbanks ISD, Waller ISD, and Lone Star College are expected to gain access to internships, career pathway programs, and sports-focused educational initiatives connected to the Texans’ operations. Local hiring initiatives and apprenticeship programs for construction and skilled trades are also part of the broader plan.

For families in Bridgeland and Cypress, that could translate into new career pipelines without leaving Northwest Harris County.

What This Means for Bridgeland and Cypress

Bridgeland, an 11,500-acre master planned community in Cypress, has consistently ranked among the nation’s top-selling communities and includes more than 3,000 acres of parks, trails, and lakes. The addition of Toro District would accelerate the development of Bridgeland Central as a regional destination.

For homeowners, business owners, and prospective buyers, the project represents:

  • Expanded commercial amenities
  • Increased regional visibility
  • Infrastructure upgrades
  • Potential long-term job growth

At the same time, county leaders have emphasized that public dollars will support public-serving infrastructure.
