
Family First ER Expands to Tomball with $3.9M Renovation of Former Luby’s
Family First ER is expanding into Northwest Harris County with a new facility set to open in Tomball. The project involves a $3.9 million renovation of the former Luby’s building at 28750 Tomball Parkway, converting the 9,626-square-foot space into a 24-hour freestanding emergency room.
According to an official permit filing, construction is scheduled to begin on June 23, 2025, with completion anticipated by the end of December 2025. The work will include a full interior renovation and minor exterior improvements designed to accommodate emergency medical operations.
The new Tomball ER will be Family First ER’s third location in the Greater Houston area, joining existing centers in Atascocita and Baytown. The move comes as freestanding ERs continue to grow in popularity across suburban communities, offering around-the-clock care without the scale or delays often associated with hospital-based emergency departments.
Emergency Care and On-Site Diagnostics
Once open, the Tomball facility will provide emergency services for adults and children, including treatment for common urgent conditions such as chest pain, broken bones, allergic reactions, head injuries, and infections. Services will also include trauma care for injuries related to falls, accidents, and burns.
The facility will be equipped with a full diagnostic suite, including CT scans, ultrasound, and digital X-ray technology, along with an on-site laboratory for immediate testing. Pediatric emergency services will be offered as well, with a care model tailored to infants, toddlers, and teens.

No Appointment Required and Open 24/7
Family First ER facilities are open 24 hours a day, 365 days a year, and do not require appointments. The Tomball ER will follow this model, allowing walk-in care and offering support for patients with commercial insurance plans.
The company states it will work with insurance providers to manage out-of-pocket costs and also offers assistance for patients facing claim denials. Its care model emphasizes shorter wait times, with a focus on patient comfort and timely treatment.

As Tomball and surrounding communities continue to grow, demand for accessible emergency healthcare has also increased. The addition of a local freestanding ER is expected to help meet the region’s expanding needs, particularly in areas where residents may face longer travel times to major hospitals—and where growing consumer demand for speed, convenience, and accessible emergency care mirrors trends seen in retail and digital services.
The location’s reuse of an existing commercial property also reflects a broader trend in adaptive redevelopment across Greater Houston, where former retail and restaurant buildings are being repurposed for community-serving infrastructure.
