Cypress Flood Channel Project Completed to Help Safeguard 2,000 Homes from Storming Events
A major drainage improvement project has been completed in the Cypress area with the widening and reinforcement of Channel E-132, a tributary of White Oak Bayou. Overseen by Harris County Precinct 3 and supported through the Harris County Flood Control District (HCFCD) 2018 Bond Program, the project aims to reduce local flood risk and strengthen drainage infrastructure in northwest Harris County.
The $28 million project involved converting 1.2 miles of the previously earthen channel into a reinforced concrete-lined system to increase stormwater conveyance and capacity. The upgraded channel is expected to provide improved flood protection for approximately 2,000 nearby homes, along with several schools and businesses located in the vicinity.
According to Harris County records, the project’s scope was based on identified needs within surrounding neighborhoods—including Bernadine Estates, Barwood, Tower Oaks, and Tower Oaks Meadows—which rely on Channel E-132 for stormwater outflow.
Project Scope and Funding
Construction was carried out by MC² Civil. The project was financed through bond funding approved by voters in 2018, with the goal of reducing structural flood risk in areas that have experienced repeated drainage challenges.

Precinct 3 Commissioner Tom S. Ramsey, P.E. stated, “The completion of Channel E-132 upgrades gives thousands of residents a greater peace of mind during severe weather and marks a major step forward in flood risk reduction for the Cypress community.”
According to documentation presented to Harris County Commissioners Court in July 2023, the project was declared a public necessity and convenience, authorizing the acquisition of two fee-simple tracts to support the channel and stormwater detention improvements.
Expected Community Impact
The Harris County Engineering Department cited that the improvements are intended to reduce erosion, enhance water flow efficiency, and lessen the impact of future storm events. County records also indicate that the project aligns with the long-term goal of reducing costs associated with flood recovery, both for residents and public agencies such as FEMA.
The channel upgrade is part of broader regional resiliency efforts, particularly in support of subdivisions that have previously received or are currently undergoing drainage improvements under the Recovery and Resiliency Division programs.

The upgraded channel is located near 11702 Wortham Landing Drive and Chelsea Oak Sr. in northwest Harris County. It falls under the jurisdiction of Harris County Precinct 3 and is one of several flood control efforts initiated in response to growing concern over storm intensity and flood vulnerability in the area.
The project supports Harris County’s flood mitigation objectives, as outlined under the county’s broader infrastructure and public safety planning priorities.
