Conroe Animal Shelter Set for Renovation with New Visitation Space, Expanded Outdoor Area
A major renovation is moving forward at the Conroe Animal Shelter, with plans to improve both the day-to-day environment for animals and the experience for residents who come to adopt, foster or visit.
Conroe City Council approved a $428,750 construction contract with Russell Miller Construction on Aug. 13 for renovations at the city-owned shelter at 407 Sgt. Ed Holcomb Blvd. S. The contractor is expected to complete the work within 180 days.
The project goes well beyond cosmetic updates.
According to City of Conroe procurement documents, the renovation covers the shelter building as well as its outdoor dog run, with work planned across flooring, walls, doors, counters and millwork, fencing, lighting, plumbing, mechanical systems and roofing.
Plans also call for changes intended to make the shelter more functional for both the people and animals using it, including additional storage, remodeled restrooms, reconfigured office areas, staff space and a family visitation room where prospective adopters can spend time with animals.
Outside, the project includes improvements and an expansion of space used by shelter animals, along with new fencing and shade structures.
A renovation that has been in the works for months
The City of Conroe formally sought competitive proposals for the project earlier this summer under CSP PD0702-2026, Animal Shelter Renovation.
City bid documents placed the original engineering estimate between $375,000 and $425,000 and described the overall goal as correcting structural deficiencies and rehabilitating portions of the building so the facility remains safe, functional and compliant with applicable codes.
Seven companies ultimately submitted proposals, with Russell Miller Construction receiving the contract.
While the renovation itself has been in the planning stages for some time, the Aug. 13 contract award clears the way for the construction phase to begin.
Improvements come as Conroe reshapes its animal services
The physical upgrades are part of broader changes at the shelter following the City of Conroe's decision to bring shelter operations under the Conroe Police Department.
City officials have been working to expand adoption, fostering and rescue partnerships while improving conditions at the facility.
Those efforts have included programs that allow residents to take dogs out for a day or weekend, foster animals at home and connect shelter pets with rescue organizations.
For residents considering adopting a pet, one of the most noticeable changes from the renovation may eventually be the new visitation space. Rather than simply viewing an animal in its kennel, families will have a designated area where they can spend time together before deciding whether a pet is the right fit for their home.
The outdoor improvements should also create additional usable space for dogs while they are staying at the shelter.
What happens next
Once construction begins, the approved contract provides for a roughly six-month construction window.
Because the shelter will continue serving Conroe and housing animals during the broader improvement process, residents planning to adopt, foster or visit should watch for updates from the City of Conroe regarding any temporary changes to shelter access or operations as work progresses.
