
City of Fulshear’s Primrose Park Begins Phase Two Construction to Add Sports and Community Amenities
The City of Fulshear has officially kicked off Phase Two of construction for Primrose Park, marking a significant milestone in the development of this community recreational space. Located at 7603 Patterson Road, just west of Cross Creek Ranch and north of Downtown Fulshear, the park is undergoing substantial upgrades, including the addition of four youth baseball fields, expanded parking, and necessary detention infrastructure. The park is currently closed to the public for safety reasons, with construction expected to be completed by late 2025 or early 2026.
Groundbreaking Ceremony and Project Scope
A groundbreaking ceremony for Phase Two took place on February 6, 2025, signaling the start of construction efforts aimed at enhancing recreational opportunities in Fulshear. City officials expressed appreciation for the community’s patience and support during this phase, stating, “We appreciate your patience as we work to bring even more amenities and recreational opportunities to Fulshear! Background and Park Development
The City of Fulshear has long recognized the need for public park spaces and, in 2013, adopted an ordinance requiring developers to dedicate park land at a rate of 1 acre per 60 dwelling units in new residential projects. This ordinance also allows developers to pay fees in lieu of land dedication, which has helped fund park land acquisition. Using these funds, the City purchased 15 acres of land for Primrose Park, while the Cornelius family, longtime community leaders, generously donated an additional 10 acres, bringing the total park space to 25 acres.
As outlined in the Parks and Pathways Master Plan (adopted December 2022), Primrose Park is intended to serve as a new regional park. A central goal of the park is to create a large gathering space for community events, addressing a need identified through public input. Planned amenities include an amphitheater, athletic fields, basketball courts, picnic areas, and walking trails, all in a centrally located site designed for easy accessibility from all directions.

Phase Two focuses on developing youth baseball facilities, with Phase Three planned to introduce additional amenities, including an amphitheater, more parking, walking trails, a playground, a pavilion, and restrooms. Improvements from Phase Three will also extend into Phase Two, incorporating a restroom and concession building, sport courts, field lighting, scoreboards, walking trails, and a maintenance facility.
Project Costs and Funding
According to the City of Fulshear’s FY2025 operating and capital budget, the total projected cost for Primrose Park amounts to $17,648,978, covering design, surveying, construction, and contingency funds. Design and surveying expenses total $990,089, while construction is estimated at $14,958,889, with an additional $1,700,000 allocated for contingencies. Funding sources include $3,000,000 from the General Fund, $3,458,889 from the Parks Fund, and $10,200,000 from bonds, ensuring financial support for the park’s continued development through FY2026.
