Tomball Utility Rates Change October 1, With Sewer Charges Rising About 20%
City of Tomball utility customers will pay higher sewer, water and garbage charges beginning October 1, with residential sewer charges increasing about 20% under the city’s fiscal year 2026–27 fee schedule.
The change applies to customers billed by the City of Tomball. A Tomball mailing address alone does not establish that a household receives city utility service; residents served by another utility district should check that provider’s rates.
Sewer Bills See the Largest Change
For residential sewer customers who also have city water service, the monthly base charge rises from $14.80 to $17.80. The sewer consumption charge increases from $5.14 to $6.17 per 1,000 gallons.
At 5,000 billed sewer gallons, those two charges total $48.65 under the new schedule, compared with $40.50 under the previous rates—an increase of $8.15 a month. This is a calculated example, not a claim about the average customer’s bill.
Residential sewer billing uses the lesser of actual monthly water consumption or the customer’s winter average. That means a household’s billed sewer gallons may differ from the water use shown for the month.
Water and Garbage Charges Also Increase
The residential water base charge increases from $12.90 to $13.30. For the small residential consumption category, up to 10,000 gallons, the water charge rises from $3.20 to $3.30 per 1,000 gallons. The city’s schedule lists separate charges for higher-use categories.
The water rate is not the entire water bill: the North Harris County Regional Water Authority surcharge is a separate line item. Customers should include that surcharge when comparing their full bill.
The residential garbage base charge rises from $24.98 to $26.03, before applicable rental charges and tax. The cart-rental charge also changes from $1.84 to $1.93.
