Tomball ISD Board Meetings October 12-13: School Safety, Cybersecurity Academy, Campus Improvements and Millions in Bond Projects on Agenda
For families with children attending Tomball ISD schools, decisions made by the district's Board of Trustees can influence everything from classroom technology and student learning opportunities to campus safety and how taxpayer-approved bond funds are spent. Two upcoming school board meetings on October 12 and 13, 2026, will give the Tomball community an opportunity to learn more about several projects and programs that could shape the district's future.
The Tomball Independent School District Board of Trustees will hold a workshop meeting on Monday, October 12, followed by its regular board meeting on Tuesday, October 13. Both meetings begin at 5:30 p.m. at the John P. Neubauer Administration Building, located at 310 S. Cherry Street in Tomball, Texas.
Among the topics scheduled for discussion are school security findings, academic accountability, a proposed virtual cybersecurity program, campus improvement plans and more than $11.8 million in proposed expenditures funded through the district's 2025 bond program.
For Tomball-area homeowners, parents, educators and community members, the meetings offer a closer look at how the district is planning for student needs while managing facilities, technology investments and public resources.
October 12 Workshop to Address School Safety, Academic Performance and Cybersecurity Education
The Monday, October 12 workshop will focus on reports, district planning and discussions ahead of the following evening's regular meeting.
One item likely to interest parents is the scheduled presentation of an Intruder Detection Audit Report Finding by Dr. Steven Gutierrez, Tomball ISD's Chief Operating Officer.
School security remains an important consideration for families throughout the Tomball area. Although the posted agenda does not identify the audit's specific findings, the presentation will provide an opportunity for trustees to receive information related to campus security procedures.
The board will also review the district's 2025-2026 Accountability Report, presented by Chief Academic Officer Dr. Michael Webb. Academic accountability reports help families and taxpayers understand how schools are performing and where additional attention may be needed.
Another presentation will cover Tomball ISD's Emergent Bilingual Program Evaluation, which concerns educational services for students developing English-language proficiency.
Trustees will also hear reports on the proposed 2026-2027 Campus Improvement Plans and District Improvement Plan. These planning documents help establish academic and operational priorities for individual schools and the district as a whole.
Dr. Mindy Munoz and Dr. George Flores, Assistant Superintendents of Schools, will present the campus improvement plans, while Dr. Webb will address the districtwide plan.
Tomball Virtual Academy of Cybersecurity Among Upcoming Discussions
One of the more forward-looking topics on the October 12 agenda is the Tomball Virtual Academy of Cybersecurity.
Dr. Webb is scheduled to present information about the proposed program, which also appears on the October 13 regular meeting agenda for consideration of a Texas Education Agency application.
Cybersecurity education has become increasingly relevant as businesses, government agencies and other organizations rely on technology to protect information and maintain operations. For students interested in computer science, information technology and digital security careers, programs focused on cybersecurity can provide exposure to an expanding professional field.
The posted agendas do not specify the proposed academy's enrollment requirements, instructional format or anticipated launch date. Additional information may become available through the board's discussion.
Financial Accountability, Tax Collections and Staff Recognition Also Scheduled
The October 12 workshop will include a public hearing on the State Financial Accountability System, commonly known as FIRST, with Tomball ISD Chief Financial Officer Zack Boles presenting.
The Texas school financial accountability system evaluates school districts' financial management and reporting practices. For taxpayers, the hearing provides an opportunity to learn more about how the district is assessed in its handling of public funds.
The board will also receive a delinquent tax report from Leslie Schkade, a partner with Perdue, Brandon, Fielder, Collins & Mott.
In addition to financial and academic reports, the workshop includes recognition of district principals by Superintendent Dr. Martha Salazar-Zamora.
Spring ISD Superintendent Dr. Kregg Cuellar is also scheduled to recognize Tomball ISD staff and its crisis team. The agenda does not provide further details about the recognition.
October 13 Regular Meeting Includes More Than $11.8 Million in Proposed Bond-Funded Projects
The Tuesday, October 13 regular meeting will move several significant proposals before trustees for possible approval, including facility improvements and technology purchases funded through Bond 2025.
The four proposed expenditures total $11,895,234, representing investments in Tomball High School facilities and districtwide instructional technology.
Tomball High School HVAC and Athletic Improvements
Two major construction-related proposals involve Tomball High School.
The board will consider awarding a $3,771,754 contract to CFI Mechanical for HVAC controls replacement at the campus. HVAC control systems help regulate heating, ventilation and air conditioning equipment, making their operation an important part of maintaining school facilities.
Trustees will also consider a $4,040,000 construction contract with ICI Construction for athletic improvements at Tomball High School. The proposed amount includes a $300,000 contingency budget.
Both projects would use Bond 2025 funds.
For families and students, the proposed work represents continued investment in existing school facilities. For taxpayers, the board's consideration provides an opportunity to see how approved bond funding is being directed toward campus needs.
Chromebook, Laptop and Classroom Technology Purchases
Technology purchases account for another $4,083,480 in proposed spending.
The board will consider purchasing student Chromebooks and staff laptops from CDWG for $2,733,000 through a purchasing cooperative contract.
A separate proposal calls for $1,350,480 in classroom technology purchases from Avinext, including document cameras and smartpanels.
Both purchases would also use Bond 2025 funds.
These devices support everyday classroom instruction, student assignments and teacher presentations. The proposed purchases are particularly relevant to families interested in how Tomball ISD is maintaining technology resources across its schools.
School Improvement Plans, Campus Name Change and Student Services on Agenda
Beyond bond-funded projects, trustees will consider several proposals affecting district operations and academic services.
The board is scheduled to vote on the 2026-2027 Campus Improvement Plans and District Improvement Plan following their presentation at the October 12 workshop.
Trustees will also consider approving the district's 2026-2027 Texas Teacher Evaluation and Support System, or T-TESS, appraisers list.
Another agenda item proposes changing the name of Creekside Park Jr. High School to Creekside Park. The agenda does not provide a reason for the proposed change or additional details about its implications.
For student support services, the board will consider a $117,938 contract with Peak IQ Diagnostics & Psychology, LLC for a full-time school psychologist during the 2026-2027 school year. The proposed contract would use funds provided through the Individuals with Disabilities Education Act, commonly known as IDEA.
Trustees will also consider a resolution authorizing an interlocal agreement with the TASB Energy Cooperative to participate in shared purchasing opportunities for energy services.
The proposed Tomball Virtual Academy of Cybersecurity will return to the agenda for consideration of submitting an application to the Texas Education Agency for the program at Tomball Star Academy.
Student Donations and National Competition Travel Requests Highlight Campus Opportunities
The October 13 consent agenda includes two proposed donations totaling $41,268.50.
Trustees will consider accepting a $30,158 donation from the Creekside Park Jr. High PTO to Creekside Park School and an $11,110.50 donation from the THS Renaissance Club to Tomball High School.
The contributions reflect support coming from organizations connected to district campuses, although the agenda does not specify how the donated funds would be used.
The board will also consider requests for several student groups to travel outside Texas for competitions and educational opportunities in 2027.
Among the proposed trips are:
-
Creekside Park Junior High Orchestra: All National Festival in Indianapolis, Indiana, March 31 through April 4, 2027.
-
Tomball Innovation Center Law Enforcement Club: SkillsUSA National Leadership Conference and Competition in Atlanta, Georgia, June 21-25, 2027, involving students from Tomball High School and Tomball Memorial High School.
-
Tomball Innovation Center Legal Studies Club: We the People National Competition in Washington, D.C., anticipated in mid-April 2027, with exact dates pending, involving students from both high schools.
-
Tomball Memorial High School DECA: DECA International Career Development Conference in Anaheim, California, April 16-20, 2027.
-
Tomball High School HOSA: International Leadership Conference, June 22-27, 2027. The agenda does not identify the destination.
These proposed trips would allow students to participate in activities beyond their home campuses, including experiences connected to music, law enforcement, legal studies, business and health occupations.
The consent agenda also includes approval of previous board meeting minutes, budget amendments, revised projected fund balances, the September 2026 check register and employment contracts for professional personnel.
The regular meeting will additionally include an enrollment report, finance and tax reports, and the annual board training hours report presented by Board President Mark Lewandowski.
How Tomball ISD Residents Can Attend or Speak at the October Board Meetings
Both meetings are scheduled to take place at the same location, making it convenient for interested residents to attend either or both sessions.

According to the posted meeting notices, individuals wishing to speak during public comment must register online through the district's website or in person at the Tomball ISD Administration Building between 8 a.m. and 1 p.m. on the day of the scheduled meeting.
The October 12 workshop provides for public comments on agenda items.
The October 13 regular meeting includes opportunities for comments on both agenda and non-agenda items. For non-agenda comments, eligible speakers include district employees, residents, students, students' guardians, taxpayers, vendors and potential vendors addressing matters relevant to district business.
Both agendas also provide for closed sessions under the Texas Open Meetings Act to discuss legally permitted matters, including attorney consultations, real property, personnel and security matters.
Why These Meetings Matter for the Tomball Community
With continued growth and changing educational needs across the Tomball area, school board decisions affect more than what happens inside classrooms.
Families want to know that schools are safe, students have meaningful academic opportunities and campuses have the resources needed to support learning. Homeowners and taxpayers also have an interest in how district funds are managed, particularly when large construction and technology expenditures are proposed.
The October 12 and 13 meetings bring many of those concerns into the same discussion, from campus security and student achievement to school facilities and career-focused education.
The distinction between the two meetings is important. Monday's workshop will primarily provide reports and background information, while Tuesday's regular meeting includes proposals that trustees may formally approve. Items listed for consideration have not yet been approved simply because they appear on the agenda.
Residents who want to better understand the direction of Tomball ISD can review the meeting notices, attend the sessions or follow subsequent board actions to see which proposals move forward.
