Two new Texas Department of Licensing and Regulation (TDLR) filings point to what many Katy residents and commercial real estate watchers have been speculating for months: a Sam’s Club with an adjacent fuel station is coming to the Texas Heritage Marketplace. This massive $400 million mixed-use development in Waller County has already made headlines with its community-centered design and big-name anchors like Target—and now, Sam’s Club #4913 will soon join the lineup.
Permit Filing Reveals Sam’s Club Details
The arrival of Sam’s Club at Texas Heritage Marketplace is now confirmed through a TDLR permit filed for the construction of a dedicated fuel station. According to the filings, the wholesale store will be located at 29153 Katy Freeway in Katy, Texas—specifically in the site designated for a 167,990-square-foot wholesale facility. That square footage matches precisely with what is shown on the Texas Heritage Marketplace site plan for one of the development’s major anchor tenants.
The permits, filed under the name Sam’s Club #4913, outlines plans for new construction of the wholesale store with an estimated cost of $2.76 million, and an estimated cost of $1.9 million for the fuel station. Construction is set to begin in early August 2025, with completion anticipated by late July 2026. The site plan for Texas Heritage Marketplace, published by NewQuest, clearly marks a “proposed wholesale” space of 167,990 square feet—now confirmed as the future home of both a Sam’s Club wholesale store and fuel station in west Katy.

Texas Heritage Marketplace Gains Momentum
Developed by Houston-based NewQuest Properties, Texas Heritage Marketplace broke ground in early 2025 with plans to deliver over 750,000 square feet of retail and dining space. The project’s prime location at Interstate 10 and the recently completed Texas Heritage Parkway makes it a strategic fit for big-box retailers like Sam’s Club. The development will also include 550 apartments, 300,000 square feet of medical and storage facilities, and a central green space anchored by a preserved Heritage oak tree.
In a previous statement, NewQuest President Austin Alvis shared, “We are presently working with a variety of leading retailers and restaurateurs to procure the best possible mix for the project. We look forward to announcing additional anchors and tenants soon.”

The timing for a Sam’s Club in Katy couldn’t be better. Katy has seen a 56% residential growth since 2020, and the surrounding trade area now boasts nearly 147,000 residents with an average household income of $162,886. A new wholesale retailer like Sam’s Club would not only serve the booming population but also solidify the Texas Heritage Marketplace as a one-stop destination for shopping, dining, and essential services.
