
Rosenberg Breaks Ground on New Emergency Services Complex, Funded by 2023 Bond
With hard hats and hope, local officials and community members gathered on July 29, 2025, to break ground on Rosenberg’s long-awaited Emergency Services Complex—a cornerstone project made possible by voter support in the 2023 bond election.
The new facility, which will include Fire Station No. 4, the Fire Department’s administrative offices, and a dedicated Emergency Operations Center (EOC), is expected to significantly enhance emergency response capabilities in one of Fort Bend County’s fastest-growing cities. Located on SH 36 just east of Fairgrounds Road, the 30,511-square-foot complex is projected to be complete by September 2026.
Built on Public Trust
The $18.5 million bond referendum approved by voters in November 2023 allocated funding through Proposition A to improve emergency services-related infrastructure. The complex is part of Rosenberg’s Capital Improvement Plan (CIP) and was officially awarded to C.A. Walker Construction in May 2025 following a competitive bid process.
“This groundbreaking marks more than just the beginning of construction—it’s the result of residents saying ‘yes’ to safety, preparedness, and forward-thinking planning,” said Assistant City Manager Rigo Calzoncin, who has overseen the planning and bid phases since the bond’s passage.

Five-Bay Fire Station & Dedicated Emergency Operations Center
According to the project’s scope, Fire Station No. 4 will be equipped with five bays to house emergency vehicles and allow for faster deployment across Rosenberg and nearby unincorporated areas. The station will operate alongside new administrative offices for the Rosenberg Fire Department and a centralized Emergency Operations Center to coordinate disaster response and inter-agency communications during major incidents.
Martinez Architects, LP, was selected in April 2024 to design the facility. Bids were opened in April 2025, and the $13.2 million construction contract was awarded to C.A. Walker Construction for a timeline of 425 calendar days.

A Growing Need in a Growing Community
Rosenberg’s population has been steadily climbing, and the city has prioritized expanding public safety infrastructure to meet the demands of growth. The Emergency Services Complex is viewed as a strategic investment in long-term resiliency—especially critical given Texas’ increasing exposure to extreme weather events and population-driven strain on first responders.
“This facility will improve our fire department’s efficiency, ensure rapid emergency response times, and give us a dedicated space to manage crises when they arise,” said Project Director Melissa Peña during the planning phase.
The city council and staff have emphasized transparency and community involvement throughout the process—from design approvals to bid reviews—underscoring their commitment to delivering a facility that serves Rosenberg’s needs today and into the future.
