Primrose Schools Coming to Fulshear as Fort Bend County Sees Surge in Early Education Demand

A new early learning facility is coming to FM 359, signaling the continued demand for early childhood education options in the Fulshear area.

Primrose Schools – Fulshear is planned for 8015 FM 359 Road S near Rosenberg, with construction expected to begin around early January 2026, and wrap up by mid-August 2026. According to official permit filings, the $3.5 million build will result in a single-story, 14,000-square-foot preschool facility.

The school is part of a national network of private early childhood centers that operate across the country, offering a mix of care and education for infants through early elementary-age children. Once open, it will join a growing list of preschool and daycare providers serving the west Fort Bend community—a list that’s had to expand as local demand continues to rise.

A Growing Population—and Rising Need for Pre-K Access

Fort Bend County has seen substantial population growth in recent years, particularly among young families moving into communities like Fulshear, Richmond, and Katy. That growth has pushed early education enrollment to new highs.

According to Understanding Houston, more Fort Bend County children are attending pre-K now than before the pandemic, and kindergarten readiness rates have jumped from just 29% in 2017–18 to 55% in 2023–24—a 26-point gain that reflects both increased access and broader awareness among families.

Still, early childhood education remains unevenly distributed across the region. Waitlists for public pre-K can be long, and private options often fill quickly—especially those with smaller class sizes or extended hours that align with working parents’ schedules. The new facility may offer an additional option for families navigating child care, education, and work-life balance in a growing city.

Part of a National Trend

The Fulshear development also mirrors a national trend. The early childhood learning center industry has grown steadily since 2019, reaching $22.6 billion in revenue with an average annual growth rate of 3.6%, according to Guidehouse. Broader U.S. childcare services are projected to grow 5.9% annually through 2030, driven by a mix of policy support, dual-income households, and a growing focus on early learning outcomes.

But for many local parents, the numbers aren’t the whole story—it often comes down to what’s close, what’s available, and what feels right for their family.

As Fulshear continues to grow, so does the need for accessible, quality child care and early learning options. Whether this new facility becomes a mainstay for local families remains to be seen, but its arrival speaks to a deeper shift in Fort Bend County—where preparing kids for school is becoming a community-wide priority.
