
New Fort Bend County Passport Office Set to Open in Richmond with Public Grand Opening Celebration July 21
A new chapter for passport services in Fort Bend County is about to begin. The Fort Bend County District Clerk’s Passport Acceptance Facility, newly renovated and expanded to serve a rising number of international travelers, will celebrate its official grand opening with a public event on Monday, July 21, 2025, from 12 noon to 2 p.m.at 1422 Eugene Heimann Circle, Suite 31007, 3rd Floor, Richmond, TX 77469.
Hosted by District Clerk Beverly McGrew Withers, the event welcomes all community members to tour the updated Richmond Passport Office, enjoy complimentary refreshments, and learn about the improved services now available. Expanded Passport Services for Fort Bend County
Originally located in the same building as the former Richmond Passport Office, Suite 31007 has been transformed into a purpose-built space through a multi-phase design/build project approved by the Fort Bend County Commissioners Court. From its first planning vote in May 2024 through to final construction, the facility was developed with both accessibility and efficiency in mind.
According to official records, the County selected Apex Consulting Group, Inc. for the renovation project. Initial design costs totaled $19,000, followed by a construction phase valued at $256,580, funded by Certificates of Obligation for a grand total of $275,580. The construction scope included new passport counters, reception area, upgraded HVAC and electrical systems, fire alarm enhancements, card-reader security, and modern finishes throughout.

What Residents Need to Know
The revamped passport office now offers routine passport service with a 4–6 week processing time, or expedited service for an additional $60, typically returned in 2–3 weeks. However, applicants should be aware that delays in receiving citizenship documents such as birth or naturalization certificates may still occur due to national processing backlogs.
Appointments are highly encouraged and can be made online at this booking site. All applicants—including minors—must appear in person. For minors under 16, both parents should be present or provide a notarized consent form (DS-3053) along with identification from the absent parent.
Emergency passport appointments for life-or-death travel needs must be made directly with the National Passport Information Center by calling 1-877-487-2778 during business hours, or 202-647-4000 after hours.
Residents may also call 281-341-4517 for general questions or schedule adjustments, though hours may vary due to holidays or office closures.

A Service, Not a Requirement
In its public messaging, the District Clerk’s Office reminds residents that this passport acceptance facility is a voluntary public service, not mandated by law. As such, it retains the right to refuse service or close early during periods of high applicant volume.
The upgraded space was specifically designed to provide added comfort and privacy for individuals and families navigating international travel requirements, particularly as Fort Bend County’s population continues to grow.
