Grand Parkway Frontage Road Expansion Planned in Katy as Fort Bend County Targets Congestion Relief Along SH 99

For many Katy-area drivers, the stretch of SH 99 between FM 1093, Westheimer Parkway, Cinco Ranch Boulevard and South Fry Road has become a daily test of patience — especially during school pickup hours, rush hour traffic and weekend retail congestion near Cinco Ranch and surrounding communities.

Now, a major roadway project planned along Grand Parkway aims to address some of those longstanding bottlenecks.

A new $37.58 million SH 99 frontage road project is scheduled to begin construction in November 2026 and continue through January 2028, according to state filing information. The project will widen and complete portions of the frontage road network between Westheimer Parkway and Bay Hill Boulevard/Highland Knolls in Katy. The work will include grading, concrete pavement, sidewalks, storm sewer infrastructure, retaining walls, pavement markings, signage and sound walls.

The project is part of a broader effort by Fort Bend County and the Texas Department of Transportation to improve mobility along one of the fastest-growing corridors in the Houston region.

Filling in Missing Frontage Roads Along SH 99

Current conditions along portions of SH 99 in Katy still include gaps in the frontage road system, particularly between FM 1093 and South Fry Road. According to project documents, northbound sections currently operate as a four-lane divided highway without continuous frontage roads in some areas.

The proposed improvements would add seven new frontage road segments along both the northbound and southbound sides of Grand Parkway, creating more continuous access between major intersections and nearby neighborhoods.

The planned segments include:

  • Segment 1: Northbound from South Fry Road to Westheimer Parkway
  • Segment 2: Northbound from Westheimer Parkway to Cinco Ranch Boulevard
  • Segment 3: Northbound from Cinco Ranch Boulevard to Highland Knolls Drive
  • Segment 4: Southbound from Bay Hill Boulevard to Cinco Ranch Boulevard
  • Segment 5: Southbound from Cinco Ranch Boulevard to Westheimer Parkway
  • Segment 6: Southbound from Westheimer Parkway to South Fry Road
  • Segment 7: Southbound from South Fry Road to FM 1093

Project materials also indicate the work will include shared-use paths for pedestrians and bicyclists, with connections tying into existing trails and sidewalks already present along portions of the corridor.

For residents in Cinco Ranch, Grand Lakes, Katy and surrounding master-planned communities, the improvements could eventually help reduce the need for short-distance highway merges and repeated U-turn movements that currently contribute to congestion near major intersections.

What Katy Residents Can Expect

According to project information, the frontage road additions are expected to improve traffic mobility and reduce congestion along this heavily traveled portion of SH 99. The project will also involve storm sewer improvements, outfalls and sound walls designed to support long-term roadway infrastructure needs.

Importantly for nearby homeowners and businesses, project documents state approximately seven acres of right-of-way acquisition are anticipated, but no residential or commercial displacements are expected at this time.

Recent Fort Bend County mobility updates show portions of the SH 99 frontage road network are already under construction farther south between FM 1093 and Fry Road, while several additional frontage road packages remain in the design phase.

The April 2026 Fort Bend County Grand Parkway update also noted ongoing coordination involving utilities, drainage reports, sidewalk crossings and future noise barrier installations tied to the broader corridor improvements.

Conceptual schematics included with the project show planned frontage road alignments weaving through the busy corridor near Westheimer Parkway, Cinco Ranch Boulevard and Highland Knolls, areas that have experienced substantial residential and commercial growth over the past two decades.

A Long-Term Mobility Investment for West Katy

As west Katy and Fort Bend County continue growing, transportation infrastructure has increasingly become one of the region’s most closely watched issues. The SH 99 corridor serves as a critical connection point for commuters traveling between Katy, Sugar Land, Richmond, Cypress and Houston’s Energy Corridor.

While construction will likely bring temporary traffic impacts once work begins in late 2026, the project is part a broader regional push to keep pace with rapid population growth and increasing traffic demand in west Fort Bend County.

For families commuting to Katy ISD campuses, residents navigating daily traffic around Cinco Ranch and Grand Lakes, and businesses dependent on reliable roadway access, the frontage road expansion represents another significant step in the continuing evolution of the Grand Parkway corridor.
