Fort Bend County Sheriff's Office Celebrates Promotions and Awards at Annual Ceremony

The Fort Bend County Sheriff’s Office (FBCSO) recently honored several of its dedicated officers at an awards and promotions ceremony held at the Gus George Law Enforcement Academy on December 5, 2024. The event recognized outstanding contributions to public safety and service, as well as promoted several key personnel within the department.

The Fort Bend County Sheriff's Office, founded in 1837, is the largest law enforcement agency in the county, serving nearly 900,000 residents across 885 square miles. As one of the fastest-growing counties in the United States, Fort Bend County is home to 21 unincorporated communities, all of which rely on the dedicated officers of the Sheriff's Office to maintain safety and order. At the recent awards and promotions ceremony, the FBCSO celebrated the hard work and exceptional service of several officers, highlighting the department’s ongoing commitment to excellence as it continues to grow and serve the community.

At the ceremony, Captain Scott Heinemeyer was promoted from his role as Lieutenant in the Criminal Investigations Division to the new position of Watch Commander. Heinemeyer, who has over two decades of experience, credited his diverse background—from working as a detention jailer and patrol deputy to his time as a SWAT team member and robbery/homicide investigator—as integral to his professional growth. He will now lead the Criminal Investigations Division in 2025, overseeing a team of detectives and investigators.

Captain McDuell, a recent addition to the FBCSO, was also celebrated for his exceptional service. McDuell retired honorably from the Houston Police Department (HPD) after 30 years of service, during which he worked in various divisions, including patrol, recruiting, and public information. His extensive experience in multiple facets of law enforcement will be a tremendous asset to the FBCSO as he steps into his new role as Captain.

Other notable promotions included Lieutenant Daniel Calvillo, who was promoted from his previous position as a Patrol Sergeant to Lieutenant within the Criminal Investigations Division. Calvillo’s career with FBCSO spans several roles, including Field Training Officer, SWAT team member, and Honor Guard member. His experience will continue to contribute to the department’s investigative and operational success.

Sergeant Steven Carpenter was recognized for his long-standing service in law enforcement, with over 20 years of experience. Carpenter’s career includes an Officer of the Year award from Sherwood, Arkansas, as well as a Life Saving Award. He joined FBCSO in 2017 as a Patrol Deputy and has since risen through the ranks. Sergeant Stephanie Joseph, another key figure in the department, was also promoted. Joseph, a Master Peace Officer, has been with FBCSO since 2007 and currently serves on the Presidential Inauguration Task Force for 2025.

Sergeant Logan Monsegue, who has dedicated his entire career to the department as a Detention Deputy, and Deputy Warren Phillips, the FBCSO’s first in-house trained helicopter pilot, were also honored during the ceremony. Phillips’ achievement bolsters the department's Air Support Unit, which now boasts two full-time pilots.

Several officers were promoted to Investigator, including Yulissa Aparicio and Brandon Medve. In addition to the promotions, multiple members of the FBCSO were recognized with the prestigious Sheriff’s Commendation for their exemplary service. These individuals were acknowledged for their valor, actions beyond the call of duty, and meritorious service.

Sheriff Eric Fagan, who spoke at the ceremony, expressed his pride in the department’s accomplishments. “It is always an honor to recognize the men and women of the Sheriff's Office for their outstanding achievements,” said Sheriff Fagan. “Their dedication, excellence, and commitment to serving our community is exceptionally commendable.”

The ceremony not only celebrated individual achievements but also highlighted the continued growth and success of the Fort Bend County Sheriff’s Office. As the department continues to expand and adapt to the needs of its fast-growing community, these promotions and recognitions demonstrate the FBCSO’s ongoing commitment to excellence in law enforcement and public service.
